Dispersion Model Selection for AERIUS UK

Background to Project The Inter-agency Air Pollution Group (IAPG; https://jncc.gov.uk/our-work/inter-agency-air-pollution-group-iapg/), coordinated by JNCC, has been working on alignment and streamlining for risk assessment approaches addressing air pollution effects on ecosystems. This is part of wider country-specific work programmes to tackle the way they provide advice, and in some cases regulatory decisions, on new and existing proposals near protected areas. In some cases, this can require detailed modelling of pollutant dispersal to support the risk assessment process. Recent case law has increased attention on processes for risk assessment of air pollution effects on protected sites (eg Dutch Nitrogen Ruling and Wealden v SSCLG). The resulting uncertainty can lead to delays and requests for further detailed modelling or additional information which can be expensive. This extra assessment is estimated to cost UK agencies around £1m per annum in additional effort. As a result, JNCC is undertaking a project to implement a UK version of the Dutch risk assessment tool AERIUS. The project is called ITAPA - Integrating Tools for Air Pollution Assessment. A UK version of AERIUS will require a UK appropriate dispersion model. This contract supports the options appraisal, selection and incorporation of the chosen dispersion model. This project builds on previous work to determine whether there is a case for further developing AERIUS for the UK. JNCC led on introduction of the IAPG to the Dutch tool AERIUS which is used to implement the integrated approach to nitrogen in the Netherlands. At IAPG's behest, JNCC led pre-discovery/proof of concept work in 2016/17 to determine if the UK had suitable data to use with AERIUS. JNCC then completed an options appraisal and user needs assessment in 2017/18 to support a business case for funding a UK AERIUS. The environmental impact of the Covid virus in the Falkland Islands

The proposed project is a scoping exercise to assess existing and potential future environmental impacts of the Covid-19 virus in the Falkland Islands. Key activities will be to: - Investigate Covid-19 environmental risks and impacts (positive/negative) including impacts on Government/NGO ability to undertake environmental management programmes and including the use of social surveys in partnership with FIG; - Identify Covid-19 related environmental metrics, indicators and monitoring protocols, and the use of information management systems to collate and report on data collected; - Share results of the work with other UK Overseas Territories through a workshop at the end of the project. The Covid pandemic has, to date, had limited direct public health impacts in the Falklands but the islands have experienced other significant effects, including reduced access to imported foodstuffs, economic impacts through lack of access to markets for agriproducts and inability of fisheries vessels to land. Determining existing potential solutions for a Marine Recorder replacement

3. Project Background Marine Recorder (MR) is an existing MS Access-based data management application for storing, managing, collating and disseminating standardised and aggregated data on marine benthic biodiversity. It was developed in the early 2000s to store data from UK Statutory Nature Conservation Body (SNCB) and Non-Governmental Organisation (NGO) marine surveys, with coordination led by JNCC. Holding a variety of survey data in addition to biological records, such as substrate type, biotope, survey metadata, sampling methods, and stored against events (e.g. surveys, samples, replicates) this allows users to undertake analyses linking a variety of data types. It is currently used by a community of 10 "custodian" organisations, responsible for the collation and management of their own, and acquired third party data. The general use of the system is as tool for managing final data packages rather than as a lab information management system, whose aim is towards ensuring the quality assurance of "live" or "working" data. Model development to assess the vulnerability of the Cayman Islands to storm surge and inland flooding, and the role and value of natural capital in mitigating the impacts

The Cayman Islands are highly dependent upon the natural environment for their economic and social wellbeing. They are also reliant on limited manmade assets. In the Caribbean in particular, these manmade capital assets, and human life, are vulnerable to both natural and manmade hazards. The natural environment is itself susceptible to damage from human activities - resulting in loss of value to the economy and reducing its ability to protect manmade assets and human well-being. The project will support the Cayman Islands understand the role of natural capital and incorporate this knowledge into plans, policies and procedures by enhancing their ability to prepare for / recover from their impact. Work will also contribute to the UK Government's new hurricane preparedness plans for the British Overseas Territories in the Caribbean . Building upon the work to date, this CSSF-funded project will develop a GIS-based model to assess the risk to livelihood and infrastructure from storm surge/inland flood and assess the role and economic value of the Cayman Islands' natural capital in protection of manmade capital - to assess the vulnerability (susceptibility) of manmade capital to natural hazards such as (but not limited to) storm surge, in the coastal zone and landslip or flash flooding in the terrestrial environment; and build upon the British Virgin Islands developed GIS based model and application for the Cayman Islands. JNCC is supporting the Cayman Island Government by monitoring environmental change in the context of the role of natural capital in mitigating hurricane impacts, with the emphasis on supporting economic reconstruction, preparations for, and recovery from future hurricane impacts. The project aims to demonstrate the monetary and functional value of the natural environment to the Cayman Islands, including the importance of effective land use planning and restoration (nature-based solutions) to mitigate the effects of climate. This project aims to: A. Research existing surge models to develop and/or refine existing GIS-based models for the Cayman Islands to identify communities and infrastructure at risk from storm surge/inland flood events; B. Undertake an economic assessment of the functional role and value of the natural environment across the Cayman Islands in mitigating terrestrial and coastal hazards (e.g. those associated with disaster resilience and protection) and map these values; and C. Build capacity on Cayman Islands to undertake future analysis. The study does not intend to cover the wide variety of Cayman Islands' ecosystems and their associated services but focus on those associated with enhancing disaster resilience against storm surge and inland flooding. Executive Leadership Team Coaching: Organisational Health

Via Executive Leadership coaching/development sessions (including in-person sessions and one to one coaching sessions), establish the best ways for the Executive Leadership Team to develop the health of the organisation and agree visions, priorities and key areas of focus to take forward as well as establishing peer support within the team to assist in providing leadership to the organisation. This project is one in a series of elements making up the Executive Leadership team coaching package for 2021/22-2022/23. This project could potentially continue into 2023/24 if a need for further work is identified during the course of this project. As a whole, the ELT coaching programme aims to create a more cohesive senior leadership team who understand each other's strengths and weaknesses and are able to manage and set direction for the organisation effectively.
