RDE639 Technical Aspects of Digital Product Passports

Product data, for example on chemicals in products, is often lost through supply chains and over time, and this can result in wasted resources, pollution, and harm to human health. Defra is exploring options to address this issue and has completed research engaging with waste operators and suppliers, seeking to understand what information is needed and how it could best be communicated to make it practically useful.  We are interested in the communication of product data more broadly, not just information about chemicals. We are interested in all the information that could be required in EU DPPs. The EU is developing its solution to this issue: Digital Product Passports (DPPs). DPPs will require product suppliers to communicate a range of information about their products (specific to the item, batch, or product model), including material composition. DPPs will be rolled out across a range of product groups. Information requirements will be tailored to product-groups, but all DPPs will be interoperable. Research aims: to improve Defra's understanding of the technical aspects of EU Digital Product Passports (DPPs), and what technical work would need to be undertaken to develop a UK version of DPPs.

This contract has been awarded via the Crown Commercial Services - RM6314 - Demand Management & Renewables Framework - Lot 4.1: Heat Networks - Heat Network Design ** The Department for Energy Security and Net Zero has a requirement to appoint organisations that have specialist heat network practitioners who are able to assess the technical performance of heat networks participating in the Heat Network Technical Assurance Scheme (HNTAS) pilot programme The Energy Act 2023 provides for Ofgem to be appointed as regulator of the heat networks sector and grants Ofgem the power to authorise individuals to operate heat networks and undertake supply activity. Ofgem will grant authorisation to a heat network operator, provided that the operator's network meets certain authorisation conditions. The Energy Act provides for compliance with minimum technical standards to be included as one of these conditions. This lays the foundation for technical standards secondary legislation which is expected to come into force in 2025 to introduce mandated minimum technical standards for heat networks (e.g. mandating requirements on water flow temperatures, pipe insulation, etc). All heat networks (existing and new) across a range of different characteristics (large city sized district heating to single block communal networks) will be in scope of this requirement. Heat networks are comprised of several elements (e.g. energy centre, district distribution network, communal distribution network, thermal substation, consumer connection and consumer heat system). Heat networks and elements also have several stages within their lifespans (e.g. feasibility, design, construction, and operation and maintenance). The draft Code documents set minimum technical standards for each of these elements and stages. In order for a heat network to be assured as having met the technical requirements, heat network operators will need to have their networks assessed for different elements at different stages. Once a network passes these assessments the network can apply for a certificate to demonstrate overall compliance

RDE 311 Catchment Sensitive Farming Evaluation benefits to groundwater

The Catchment Sensitive Farming (CSF) Project is a voluntary advice delivery programme in England designed to improve the environmental performance of farms and reduce diffuse water pollution from agriculture, reduce ammonia emissions to air and to promote natural flood management. It is run by Natural England (NE) in partnership with the Environment Agency (EA) and Defra. CSF advisors work closely with land managers through a combination of workshops, demonstrations, farm events and one-to-one advice, alongside supporting access to specific grants, to provide practical and cost-effective solutions to reduce agricultural pollutants. CSF delivery is focused primarily within the Countryside Stewardship (CS) Priority Areas for Water, covering ca. 35 per cent of England. The primary driver for CSF is the 25 Year Environment Plan (YEP), which includes the 'Clean and plentiful water' target of restoring at least three quarters of our waters to be close to their natural state as soon as practicably possible. The CSF Project includes an extensive evaluation programme which aims to document the environmental benefits to the environment of CSF advice, to help maintain and build trust with stakeholders and inform future agri-environment policy. This comprises long-term tailored monitoring and modelling programmes, alongside existing EA core monitoring to assess benefits and gauge the potential contribution that voluntary land management measures can make to delivering the 25 YEP target.
