Description

The following tasks need to be closed off to wrap up RIS2 and build our approach to RIS3
-	Wrapping up Storymaps v1.1 and provision of support with refreshing the online StoryMap content for the individual route strategies- subject to approval for publication
-	Complete all Indices work: a) ensure Integration Index wrapped up; b) develop further the concept for a Growth and Economic Index looking at scoring each link of the SRN by assessing how much significance the link plays in assisting current economic activity, and also how reliant the economy is on that part of the SRN. The tool will also score the SRN links by how much pressure it is under by future growth aspirations; c) develop a Freight Index 
-	Data collation and conversion. Regional Ops data review - growth/integration/freight indices, data conversion to Network Model, work with ESRI to design data platform, STRATLAB interfaces, Regional Ops data/studies collection.
-	NILA Enhancements - Ongoing trialling of additional data inputs (Housing & Growth targets, Local Plans)
Integration of Asset information (waiting on first draft of State of the Network report from SES). Explore use of Microsoft co-pilot as a tool to assist in results interpretation. Workshop the use of NILA outputs.  Lots of options to explore.  Either a) decide a-priori on NILA inputs with SMEs and analyse results, b) explore a multi-dimensional results space to find an approach aligning to strategic priorities, or c) something in between.  Lots of work to be done in this area. Determine potential use of NILA outputs in Route Strategy objective setting.  Explore alignment of NILA outputs with other strategic aims and determine candidate route objectives. Update NILA tool to work with New Network Model.  NH is moving many of its systems and data functions over to the New Network Model, NILA needs to make use of data in that format rather than the current NTIS base layer.
-	Wider Technical support - ad hoc technical support as required.  
-	Route Investment Plan support - To assist in working up a up pilot RBI Strategy/Plan for 1 route with SDT team.

Strategic Housing Market Assessment

North Hertfordshire District Council is seeking to appoint a suitably qualified and experience Consultant to undertake a Strategic Housing Market Assessment (SHMA). The primary objective of the SHMA is to provide a robust and comprehensive evidence base to support the emerging Local Plan. The study should: • Evaluate the Current Housing Market: Analyse market dynamics and affordability trends within North Hertfordshire. • Review Demographic and Household Projections: Examine population projections and household composition over the plan period. • Establish Future Housing Needs: Identify current and projected housing demand, including an assessment of housing mix by size, type, and tenure. • Assess Affordable Housing Requirements: Determine the need for affordable housing, including appropriate tenures, dwelling types, and unit sizes. • Identify Needs of Specific Groups: Consider the housing requirements of distinct groups of people such as families with children, older people, individuals with disabilities, and others with specialist housing need. • Identify any key variations within the District: Recognise there are different markets and needs across North Hertfordshire reflecting local characteristics and proximity to key settlements beyond North Hertfordshire’s boundaries such as Luton, Stevenage and Cambridge. The SHMA must be consistent with requirements set out in the Government’s National Planning Policy Framework (NPPF) and Planning Practice Guidance (PPG) and any updates as appropriate. The Consultants may optionally be required to attend the Examination in Public.
