T0640 LED Upgrade Programme - Technical Assurance Advisor

National Highways LED Programme Team is looking to set up a contract for provision of a Lighting Technical Assurance Advisor (TAA) to support the LED Programme Team in meeting the objective of fitting 70% of all highway lighting inventory (excluding bollards and signs) with an LED light source by March 2027. The TAA role represents NH interests, objectives, and requirements with regards to the successful delivery of the LED replacement programme and the overall objectives aligned with the Net Zero Plan. A commitment was made to fit 70% of all highway lighting inventory (excluding bollards and signs) with an LED light source by March 2027 and fit all LED luminaires with a central management system (CMS) to reduce the energy and carbon use for lighting on the Strategic Road Network. The LED Programme is being managed by the National Programmes Team. Phase one of the project under TO186 was undertaken by WSP on the production of the LED Energy and Carbon Reduction Roadmap and ongoing support under T0210 to National Highways (NH).

T0631 Development of new Lead Safety Indicators

Task 1: Assess evidence and produce list of potential indicators This task must: Establish what is good practice with regards to LSIs in the domain of road safety and with relevance to road networks like the SRN. Produce a balanced and evidence-based initial list of potential indicators with strong links to casualty reduction in the context of the SRN. This list needs to reflect our needs to forecast and influence KPI1 and monitor intermediate outcomes of our Road to Zero Harm roadmap. There must be a clear rationale for including each indicator that reflects the criteria listed in section 110.1. The consultant is to propose the method they consider best for completing this task, as well as the rationale for why this is the best method. However, it is anticipated that this will involve a combination of literature review (including previous reports commissioned by National Highways and other grey literature) and consultation with a range of road authorities and experts, including subject matter experts within National Highways. The literature review needs to be well targeted but does not need to be extensive. It is anticipated that the consultation will produce additional grey literature for review. A member of the National Highways project team should be involved in each discussion and will support setting up internal meetings. The inception meeting and project meetings should be used to agree who is going to be consulted and to finalise agreement of search terms and literature to be reviewed, ensure we are working from the most recent version of any relevant documents (e.g. Performance Specification Principles for Metrics) as well as any logistical matters. The consultant should allow for potential changes to e.g. the Performance Specification Principles and include mitigation measures to ensure that we are always working with the most up to date version. If appropriate, the Principal Analytical Business Partner responsible for RIS 3 performance specifications will be included in project meetings to ensure close alignment. Task 2: Assess and shortlist the indicators This task must establish the following information for each potential indicator: - Strength and nature of their relationship to lagging indicators (KPI1 and associated PIs). - Mechanism through which National Highways' activity influences performance against these indicators, or robust reason why we need to track this indicator (e.g. informs forecasting and target setting). - Whether any of these exist already in NH or how easily can they be implemented and what we would need to consider in implementation/ embedment. This should consider how we can best capitalise on data sources National Highways already has access to in-house (or may soon have access to, e.g. via our future compliance technologies project which may enable the capability to monitor mobile phone and seatbelt use). - How they rank against National Highways' Performance Specification Principles for Metrics. - Wh

T0626 Assessment of the Vulnerabilities of/Impacts upon Geotechnical Assets and Ground Related Hazards due to Climate Change/Projections

National Highways "the Client" is seeking to set up a contract for the provision of technical service to undertake a research project entitled "Assessment of the Vulnerabilities of/Impacts upon Geotechnical Assets and Ground Related Hazards due to Climate Change/Projections". This project will review existing National Highways ground-related hazard information (including those produced through 1-532 Geotechnical Resilience: Enhanced Hazard Products) to understand where climate projections can be integrated and where new information is required. It will review third party hazard information products that are available (e.g. BGS GeoClimate UKCP18 projections). A set of climate metrics will be developed based on UKCP18 projections and used to assess the future susceptibility of ground-related hazards across the SRN. The project will bring together multiple sources of information and the findings of preceding tasks (within the Geotechnical Resilience and Climate Change Adaptation programmes) to assess the vulnerability of geotechnical assets on the SRN to climate change. This will be informed by the latest academic research in this area (e.g. ACHILLES) and through engagement with other asset owners (e.g. Network Rail, Environment Agency). The project will build upon the approach set out in the National Highways geotechnical Resilience Assessment Framework (1-086 Geotechnical Resilience Enhancement Measures) to inform the vulnerability assessment. The project will be informed by stress testing against LA114 'Climate' requirements in addition to UKCP18 projections. This project will help inform decisions to enable the network to be more sustainable and resilient to climate change. It aligns with the National Highways preparations for climate change under the Climate Change Act.

T0624 DBFO Contract Completion Technical Assessment

National Highways requires assurance that the Handback Requirements set out in each of the eight Tranche 1 and 1A Design Build Finance and Operate (DBFO) Contracts will be satisfied. The assurance process commenced in October 2016. The Consultant will continue to provide this assurance by supplying the technical and specialist services set out below. National Highways has employed a nationally consistent approach to the completion of the DBFO Contracts. As the DBFO Contracts are nearing expiry any deviation from this approach presents significant risk to National Highways and the DBFO Cos. It is therefore vital that this consistency is maintained in the transition from the Consultant support Task SPaTS2-T0349 to this Task. The DBFO Contract timescales are fixed and it is imperative that the transition between Tasks does not expose National Highways to any additional risks or result in any drop in momentum at this critical juncture in the contract completion programme. The Consultant must demonstrate how they will guarantee continuity, maintain momentum and minimise risks to National Highways during the transition period.
