This contract notice is for the direct award of a two-year lease contract for the provision of specialist adapted minibuses to support statutory SEND transport across Kingston and Richmond.
A negotiated procedure without prior publication under Regulation 32(2)(b)(ii) PCR 2015 was undertaken to secure an interim contract with the incumbent provider, ensuring continuity of service with minimal disruption to children, young people and their families while a wider transformation project of SEND Transport is completed in line with the Council's climate strategy.

The DPS will covers services by the Integrated Transport Unit, but also makes provision to be utilised by any departments within the Council. The estimated value includes all possible extensions of up to five years. The Council has established a Dynamic Purchasing System and is managing this procurement process in accordance with the Public Contracts Regulations 2015 (the “Regulations”), in line with the Restricted Procedure Regulation 28 and Dynamic Purchasing Systems Regulation 34.

Establishment of a Dynamic Purchasing System for the Provision of Home to School Transport Services (Round 2)

BGCBC is seeking to establish a Dynamic Purchasing System (DPS)for the provision of a high quality and cost effective Home to School Transport Service. The requirements will cover bus, taxi, minibus and wheelchair accessible vehicles. The DPS will be structured into the following 4 lots: Lot 1: 4-8 seat vehicles Lot 2: 9-16 seat vehicles Lot 3: 17+ seat vehicles Lot 4: Wheelchair accessible vehicles The DPS will commence on 1st September 2024 and will run for an initial period of 5 years with an option to be extended for a further period of up to 24 months (reviewable on an annual basis and subject to performance). This Contract Notice is the secondary notice and will remain open until 31st August 2029. In accordance with the Public Contract Regulations 2015, the purpose of this notice is to alert interested parties of the standing opportunity and to provide details of the application procedure.
