Description

We are developing a supported housing framework commissioning Registered Providers to provide housing related support at units of accommodation they bring to the framework for childless couples and single people. BCC does not currently have a supported housing service for this cohort, and it is intended to complement the services we do currently commission for our homelessness pathways and supported families accommodation framework. This supported housing is a sustainable and fully funded alternative to Temporary Accommodation, which we currently procure from predominantly private landlords. The RPs will deliver the housing, and BCC will commission the RPs to deliver a housing related support service to the clients, and it is this support service that we are looking to procure. Homeless childless couples and singles present with differing levels of support need from low to high, and we would like this framework to reflect that variation by enabling flexible delivery of support according to client need.\r
\r
Please note this is being tendered under the light touch regime and will result in the formation of an "open framework" whereby providers can apply to join, or resubmit if unsuccessful, throughout the duration of the framework. \r
\r
PLEASE NOTE - The closing date on this notice is set as 11/09/2023. This was the closing date for Round 1. As this is an open framework providers are invited to apply for a place on this framework at any point. The Council will be reviewing applications periodically, the closing date for each round can be viewed on ProContract.\r
\r
This notice is being published a voluntary basis with the Services being exempt from Part 2 of the Public Contracts Regulations 2015 by virtue of Regulation 10(1)(a), but with a view to attracting as many Service Providers as possible.\r
\r
This Framework is valid for 2 years and 6 months, with the option to extend for a further 2 years.\r

CWC24095 - Outreach Short Breaks Service for children and young people with SEND aged 2-18 years

The Outreach Short Breaks Service is a specialist provision providing home-based and community-based support to children and young people assessed as eligible by the SEND FHS. This service specification has two separate Lots. Lot One: At home and/or community support Provide care to a child or young person with medium or high needs at home, or to support with accessing community facilities. Lot Two: Group based community activities Provide group-based community activities for children and young people with medium or complex needs. The procurement is for services which are considered Light Touch Regime (LTR) services under the Public Frameworks Regulations 2015, as specified in Schedule 3 of the Regulations (“Regulations”). Accordingly, the Council is only bound by those parts of the Regulations detailed in Chapter 3 ‘Particular Procurement Regimes Section 7, Social and Other Specific Services’ 74 to 76 of the Public Frameworks Regulations 2015. The Council is not voluntarily following any other part of the Regulations. The procedure which the Council is following is set out within this ITT. The agreement is based upon the basic principles of a framework agreement, and although there are some similar aspects, it does not fully operate in the same way as outlined in regulation 33 of the Public Contracts Regulations (2015). The Local Authority will create a “pseudo framework agreement” (based on CCS guidance) and have set out clearly how we intend to operate the framework agreement from the outset through the OJEU notice, Tender Document and Call-off Schedule, which also details the timeline for when it will be reopened. This meets the duty of transparency and equal treatment, which are the main guidelines to follow when setting up an LTR framework
