'The Haven' accommodation and support for women - Lot 19 DCF2

Following a successful bid to the Single Homeless Accommodation Programme (SHAP) fund Dorset Council was awarded funding to deliver a 6 bed 'complex women's unit, with support' - breakdown below: Revenue - Yr1 - £8,807.50, Yr2 - £211,375, Yr3 - £211,375, Yr4 - £202,567.50. The Capital grant awarded has allowed the Council to purchase a suitable 6-bedroom unit which will provide accommodation for female rough sleepers. The acquisition of the accommodation is outside of the procurement process. The revenue funding is awarded by the Department of Levelling Up, Housing and Communities (DLUHC) and the aim of the funding is to support rough sleepers into settled accommodation and support the government's aim to eliminate rough sleeping by the end of the current Parliament. Revenue funding allocated to this project is made up of £584,125 from the SHAP revenue support grant and £50,000 from the Homelessness Prevention Grant (HPG). This provides the Council with a total of £634,125 to deliver support for a 3-year period. There is a need to procure a bespoke support service for women because the Council does not have a service of this type in Dorset. Funding is high profile and is subject to monthly meetings with advisors from DLUHC. Progress will also be monitored on a quarterly basis through Key Performance Indicators set by DLUHC. This was a Further Competition via Lot 19 of the Dorset Care, Support, Housing and Community Safety Framework. Lot 19 of the Framework is 'Living Well (C) - Housing related support services.'

GR/HLN/Singles and Childless Couples Flexible Level Supported Housing Framework

We are developing a supported housing framework commissioning Registered Providers to provide housing related support at units of accommodation they bring to the framework for childless couples and single people. BCC does not currently have a supported housing service for this cohort, and it is intended to complement the services we do currently commission for our homelessness pathways and supported families accommodation framework. This supported housing is a sustainable and fully funded alternative to Temporary Accommodation, which we currently procure from predominantly private landlords. The RPs will deliver the housing, and BCC will commission the RPs to deliver a housing related support service to the clients, and it is this support service that we are looking to procure. Homeless childless couples and singles present with differing levels of support need from low to high, and we would like this framework to reflect that variation by enabling flexible delivery of support according to client need.\r \r Please note this is being tendered under the light touch regime and will result in the formation of an "open framework" whereby providers can apply to join, or resubmit if unsuccessful, throughout the duration of the framework. \r \r PLEASE NOTE - The closing date on this notice is set as 11/09/2023. This was the closing date for Round 1. As this is an open framework providers are invited to apply for a place on this framework at any point. The Council will be reviewing applications periodically, the closing date for each round can be viewed on ProContract.\r \r This notice is being published a voluntary basis with the Services being exempt from Part 2 of the Public Contracts Regulations 2015 by virtue of Regulation 10(1)(a), but with a view to attracting as many Service Providers as possible.\r \r This Framework is valid for 2 years and 6 months, with the option to extend for a further 2 years.\r
