Description

The National Galleries of Scotland (NGS) is seeking to appoint a sole Service Provider for the Provision of Mechanical, Electrical and Environmental Consultancy Services for projects approved during the term of the contract.
There is no commitment to a volume of work. Under this agreement, no minimum workload is guaranteed. Services will be agreed to on an "as required" basis. The Tenderer will have no claim against NGS if they are not instructed to carry out any of the services or if NGS appoints another consultant to undertake the services.
The Agreement will be non-exclusive i.e. NGS reserves the right, in certain circumstances, to procure out with the Contract Agreement, as and when required.
NGS reserves the right to obtain services from Mechanical and Electrical Engineers out with the contract where a project value or type is deemed to be significantly different to the parameters set out in the Agreement.

In the event of unsatisfactory performance by the successful Service Provider and the termination of the contract by either party, NGS reserves the right to negotiate the continuance of the services with the second and third placed Service Providers.

Update of Regulatory Impact Assessment – Workplace Recycling Laws

Phase one of the Workplace Recycling Law came into force on 6 April 2024 in Wales, with phase 2 due to come into force in April 2026. Welsh Government is now seeking to understand the impacts of adding further materials to the list of those to be presented separately for collection and recycling. Welsh Government wishes to assess the impact of the proposed phase 3 of the Regulations which includes the impact of separating plastic film and textiles. The original RIA was conducted in 2019 (commissioned by WG) and was then revised and published in 2023 in readiness for introduction of phase 1 of the Workplace Recycling Regs. A further RIA was carried out in in July 2025 for the inclusion of sWEEE (phase 2). The policy decision to add plastic film to the list of materials to be presented separately for collection and recycling was made on the basis of the 4 nations Government Response to the 2021 pEPR consultation published 26 March 2022 (EPR Consultation Government response template) and accompanying Impact Assessment which included consideration of the plastic film requirement and is available here: Impact Assessment. The successful bidder will need to carry out an RIA assessing the inclusion of plastic film and textiles. The baseline for this analysis should include phases 1 and 2 of the Workplace Recycling Regs. The Welsh Government wishes to understand the impact of each of the proposed additions (i.e. plastic film and textiles) to the specified material streams to be separately collected.
