Landscape Character Assessment guidance update Phase 2 - stakeholder engagement and material preparation

PLEASE NOTE - CORRECTION: An error in the weighting of the questions in relation to the technical criteria has been discovered in the RFQ. These have been updated in the RFQ (25.09.23) Natural England is undertaking work on an update of the Landscape Character Assessment (LCA) 'Approach' document, through a set of three phased and interlinked work packages. In addition to the technical update, the aim is to promote and demonstrate the benefits of LCA as a means of managing positive landscape change in different contexts to a wide range of stakeholders involved in land use planning and management. Phase 1 was completed earlier in 2023 and developed initial ideas on the process as a whole, as well as identifying specific requirements for the update. Phase 2 (this commission) will build on the work done in Phase 1 and will involve setting up and managing stakeholder engagement to gather views on the additions and changes needed for the LCA guidance update and how to promote and demonstrate the use of LCA to achieve broad environmental outcomes. It will also comprise the collation and preparation of draft content for the eventual update the LCA guidance (due in Phase 3), informed by the material and evidence gathered from the stakeholder engagement stage. IMPORTANT: Please note the estimated contract value above is £30-40K excluding VAT, the estimated contract value including VAT is £36-48K. UK Shared Prosperity Fund Feasibility Studies - Framework Agreement

Aberdeenshire Council has secured funding from the UK Shared Prosperity Fund (UKSPF) to provide support to the development of community owned assets through the Communities and Place Improving Places Programme. This project has been identified as a need within the UKSPF Aberdeenshire Investment Plan, in response to a recognition that in order to secure external funding from Public, Charitable and Private sectors including the UKSPF, community-led capital and revenue projects require a detailed feasibility study which may cover several specialist elements. Applications to the challenge fund element of the UK Shared Prosperity Fund and previous funding programmes have provided further evidence that this project is needed, to support the leaders of these projects to explore and evidence the feasibility of their proposed projects and enterprises. Many projects are not at the point where all aspects of feasibility have been resolved, and so lack the underpinning detail that is required by an external funder, a crucial requirement for each project’s realisation and sustainability. This Framework is designed to support and help community-led capital and revenue projects to establish credible business plans, successfully apply for project funding and develop financially sustainable operations in the longer term, both preventing the loss of crucial facilities and developing new resources for rural communities in Aberdeenshire.

Review of Historical Areas of Attractive Landscape (AAL) - AWARD

The scope of the study will be a review of the Areas of Attractive Landscapes (AAL) in light of the valued landscape characteristics highlighted in the Landscape Character Types (LCTs) of the Landscape Character Assessment (LCA) (2022). This will form part of the evidence base that will allow us to consider designating the refreshed AALs in the New City Plan. The study will assist in the decision-making process when reviewing planning applications and appeal cases. The purpose of the study is to articulate valued aspects of landscape within the defined study area and develop a knowledge and understanding about the area's natural beauty, special qualities, landscape and cultural features within it which contribute to valued landscapes
