REFURBISHMENT OF TENNIS COURTS AT SHAKESPEARE PARK

TENDERS ARE INVITED from suitably experienced Contractors for the refurbishment of the tennis courts at Shakespeare Park, Avon Road, Braunstone Town. More than one option can be submitted provided they are clearly costed. The work involves: 1. Resetting net sockets 2. resurface with durable, vandal/damage resistant all weather safety surface; 3. installing pedestrian access and lockable vehicular gate from car park; 4. installing rear lockable pedestrian gate to the new pavilion (clubhouse); 5. replacement perimeter fencing; 6. replacement of nets; and 7. marking out of new courts. The Contractor must provide within the quoted price: 1. all costs associated with preparing the quote, including site visits; 2. meeting Health &Safety requirements; 3. site Set-up and returning the site to use, including removing all debris from site; 4. carriage and Off-Loading; 5. all processing and administration costs; 6. all labour and third party costs; and 7. details of all taxes, including VAT. Please include details with the quote of the equipment and surface specification, including expected lifespan. The work is expected to be carried out within six to twelve months with no variation in the quoted price. Payment on satisfactory completion of the work. The Town Council is exploring the potential to install the Lawn Tennis Association's tennis courts venue management system and gate access technology, Tap4Tennis.

Provision of a Pre-School at Thorpe Astley Community Centre

An exciting opportunity has arisen to provide a pre-school from the Main Hall at Thorpe Astley Community Centre, Lakin Drive, Thorpe Astley, Leicester, LE3 2RU starting in August 2017 until July 2020. TENDERS ARE INVITED from suitably experienced providers. The pre-school provider shall provide a pre-school for a minimum amount of hours for the year and pay Braunstone Town Council a fixed fee for use of the premises. The provider will be in receipt of all incoming monies to the Early Years Childcare. The Council will bear the cost of the general rate, heating, lighting, general power and water rates. The provider will bear the cost of leaving the Main Hall, outside play area and the kitchen in a clean and tidy state after use by the pre-school. General cleaning will be undertaken by the Council and all other areas of the premises will be cleaned at the expense of the Council. The provider shall be responsible for the payment of all Government dues involved in running the Service, including VAT, Income Tax, National Insurance etc and shall, if requested provide the Council with evidence of having done so. The provider will be responsible for receiving all deliveries of stock during the period of this contract. The Council will not accept liability for any stock deficiencies. Pre-school Child Care at Thorpe Astley Community Centre The Thorpe Astley Community Appraisal in 1999, received survey responses from over 500 Thorpe Astley residents of all ages, this appraisal identified a potential need for a Playgroup/pre-school. Since the community centre opened in October 2010, an early years pre-school has been provided during school term time from the main hall. From the school year 2010/2011 until 2015/2016 the times of opening were Monday to Friday (term time) 8.30am - 3pm (1pm on a Tuesday). During the current school year (2016/2017) the times of opening are Monday to Friday (term time) 8.30am - 1pm. On 2nd December 2016, the current provider informed the Council that it could no longer offer childcare from the centre and formally gave notice to terminate, stated they would confirm the final date of the term. The pre-school is provided from the Community Centre using the Main Hall (maximum capacity 80); with access to an outdoor play area, storage space, kitchen and children's toilet facilities.

Additional information: The current Sports Pavilion, which contains the Bowling Clubhouse and Football Changing Rooms, is in disrepair and no longer fit for use, the Clubhouse is predominantly constructed using wood. There is no heating and windows don't open. There is no disabled access to the Bowling Clubhouse. To make changes to the existing Pavilion would be an inefficient use of resources since the main structure is nearing the end of its life. The Existing Pavilion is an inefficient use of space. The Club Room and Kitchen are too small for the number of pitches on the Bowling Green and there are separate changing and toilet facilities for the Bowling Club and Football Club, the Bowling season being April to October and Football Season August to April. Since bowling and football don't take place every day, in the couple of months both clubs overlap there is the ability to schedule use of the new facility to avoid clashes. The proposals involve building a brand new single storey Pavilion to cater for the sports which use the Park (i.e. Bowling, Football and Tennis). The location of the new building is between the Bowling Green, Tennis Courts and Recreation Field (to the rear of Shakespeare Drive). The building will make more efficient use of the floor space by providing a single clubroom, kitchen, changing room and storage facilities for all sporting teams using the park. Once the new Pavilion is operational, the existing Pavilion, adjacent to the Tennis Courts and car park (to the rear of Avon Road) will be demolished and the Car Park extended. The surface will be replaced and parking spaces lined out. Provision will also be made for cycle rails to which cycles can be secured. During the construction of the New Pavilion, demolition of the existing Pavilion and extension of the Car Park, a secure compound is to be located near the site of the new pavilion, which once completed will be used as a petanque pitch. As part of the wider project the Town Council will be looking at improvements to the play area such as new safety surfaces and new play equipment, including the provision of Sensory Play Equipment, and tennis courts, perimeter fence, safety surface and nets (separate contract/tender). The current timescales are for work to commence summer 2018 and to be completed by the end of 2019. Construction and delivery vehicles will be directed to and from Braunstone Lane via Shakespeare Drive. In the interests of the amenity of neighbouring properties, works on the site are to take place during the working week and during the day.

LICENSED BAR & CAFÉ SERVICE
