VRU-Hospital Based Youth Work Evaluation Partner

VRU Hospital Based Youth Work Evaluation Partner The Mayor of London's Violence Reduction Unit (VRU) is seeking an Evaluation Partner for our Hospital Based Youth Work Programme in London.  The VRU funds Hospital Based Youth Work teams operating out of all 4 Major Trauma Centres (MTCs ) and 8 Accident and Emergency Departments (A&Es) in London. These youth work/ case work teams are based within the hospital and provide crisis support to young people aged 11 - 25 presenting at the hospitals as victims (or suspected / potential victims) of violence. The Hospital Based Youth Work programme is a high profile, high value service commissioned by the VRU and we are investing significantly in improving the evidence base for this work. The VRU is seeking to commission an external Provider to undertake a detailed process and impact evaluation of the Hospital Based Youth Work programme. The unit is seeking a provider that can deliver a series of evaluation packages. Including: • An impact evaluation: • Evaluation of organisational change: • A performance & process evaluation: • Cost effectiveness: • Evaluation of the Learning Partner support: As part of this project, the Evaluation Partner will need to work closely with key stakeholders in the hospitals. We expect the commissioned Evaluation Partner organisation to have experience in the following areas: • Leading complex evaluation programmes that incorporate a range of stakeholders and partners at strategic and operational levels. • Demonstrable experience of working with young people at risk of being involved in serious violence. • An understanding of the Public Health approach to violence reduction and prevention. • Experience working in a public health context, direct work with the NHS and hospital data is advantageous. • Experience working with sensitive data & personal identifiable information (PII)is essential • Strong data protection systems and processes. • Some experience of conducting London based research. • Experience working with NHS ethics applications and the process of gaining consent from NHS Trusts to set-up research in hospital sites is essential. Geospatial nudges for hypothetical Sustainable Farming Incentive (SFI) funding agreement

The British Government is committed to a broad range of ambitious environmental targets, set out in primary legislation. To meet these targets, the English landscape will need to be managed in certain specific ways. Agri-environment schemes (AES) are an important tool for encouraging farmers to adopt & continue management practices that encourage biodiversity, sequester carbon, & reduce pollution; the structure & content of these schemes in the UK was, until recently, subject to the European Union's Common Agricultural Policy (CAP). Following the UK's exit from the EU, England was no longer subject to the CAP - creating the opportunity for major reforms to AES in England. A new suite of schemes - known collectively as Environmental Land Management (ELM) - have been designed for England, to help farmers & other land managers deliver our ambitious environmental targets. ELM includes three schemes - the Sustainable Farming Incentive (SFI), Countryside Stewardship (CS) & Landscape Recovery (LR). While LR operates according to a collaborative bidding process, SFI & CS allow individual farmers & land managers to apply for funding & access technical guidance to support land management actions that deliver environmental outcomes. SFI covers actions that are easy to deliver & broadly applicable across a wide variety of farm types, with the aim of delivering mass uptake amongst most of the farming population. CS, by contrast, exists to fund more environmentally ambitious, technically specialised actions that need to be spatially targeted. Spatial targeting is a process which enables a system to indicate to customers which actions are likely to be particularly environmentally beneficial for a given piece of land. There are significant pressures to ensure that land is used for the optimum purpose - such as the balance between the desire to maintain food production at current levels, & to dramatically increase carbon storage & biodiversity - & so achieving optimum spatial targeting of high-value agri-environmental options on the land where they will deliver the greatest benefit is a key priority. Currently, farmers access the expertise needed to site actions from a variety of sources: such as private or state-funded advice, or through reading technical guidance that is available on gov.uk. Advice is expensive - either for farmers or for the taxpayer - while written guidance is complicated, & time-consuming to read. The evaluation of live iterations of CS show that uptake of more ambitious options is low, with most farmers choosing less ambitious options that are more familiar, & therefore easier to incorporate into a business plan and carry out. Furthermore, farmers have provided significant amounts of negative feedback about the application process of CS - which involves scrolling through a long, unstructured list of hundreds of options, listed in order of publication - which they say is time-consuming, complicated, and confusing.

Identifying approaches to increasing capacity and improving the diversity of the energy efficiency retrofit supply chain using behavioural science

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This project aims to better understand how to engage the target labour market groups listed above and improve diversity of the supply chain. DESNZ's previous research into the EE retrofit supply chain highlighted that many behavioural factors, such as a preference for construction workers to work within an industry they are familiar with or negative perceptions amongst people of the construction industry as a whole, are key factors limiting the growth of the supply chain. This research will focus on more deeply understanding these existing behavioural barriers that might stop the groups above from entering the EE retrofit supply chain and identify targeted solutions to the barriers. Whilst we know that demand for EE retrofit work is perhaps the biggest barrier to boosting the capacity of the supply chain, this barrier is well known, and work is ongoing to address this. Rather than focusing in-depth on demand, this research should work on the assumption that eventually demand for EE measures and roles in the EE retrofit supply chain will increase, so it should focus on other behavioural barriers that need to be overcome.
