Framework Agreement for Installation and Repair (North East, Yorkshire and Humberside)

Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of social housing. Procure Plus wishes to procure and enter into a framework agreement for the completion of planned installation and repair works in the North East, Yorkshire and Humberside. The works will predominantly be undertaken in social housing properties but may also be carried out in other public buildings. The framework agreement operates in such a way as to separate the completion of the works covered by the framework, from the procurement of the materials required, as described within the procurement documents. Contractors appointed to the framework agreement will be required to interact with and source certain materials from the suppliers who are appointed to other Procure Plus framework agreements (which are each subject to a separate procurement and contract notice). Contractors appointed to the framework agreement will also be expected to share Procure Plus's commitment to social value, and specifically the creation of training and employment opportunities for individuals who are furthest from the labour market, groups that are underrepresented within the construction industry or individuals that may otherwise be overlooked or marginalised within the labour market.

COUNCIL HOUSING ELECTRICAL TESTING PROGRAMME 2024-30

The works involve carrying out electrical condition reports to approximately 38,000 domestic dwellings. Any works deemed urgent due to health and safety concerns (category 1 & 2 repairs) should be carried out by the Contractor immediately. The properties are traditionally constructed flats, maisonettes, houses and bungalows located throughout the City of Sheffield. The majority of properties will be occupied during the progress of the works. Properties will be released to the contractor in batches, each based on an order of work (See Section 5: Preambles). No continuity of work can be guaranteed. The Contractor shall allow in his rates for any additional costs in relation to out of sequence or uneconomical working methods and disruption due to the aforementioned criteria. Sheffield City Council's intention is to appoint two Contractors simultaneously to complete the works, with a 50/50 allocation of works, i.e. works to approximately 19,000 properties each during the length of the contract. Sheffield City Council reserve the right to adjust this notional split dependant on performance levels (measured by Key Performance Indicators) being achieved and maintained; see item 1.8.6.8 for further details.

Framework for the Provision of Electrical Works and Goods

The procurement documents were available for unrestricted and full direct access, free of charge, at https://yortender.eu-supply.com/login.asp?B=YORTENDER ("YORtender Portal"). Additional information was available via the above-mentioned address, Tenders or requests to participate were required to be submitted electronically via the YORtender portal. Tenders were invited by the Council from Contractors/Suppliers with relevant experience and ability to demonstrate sufficient capacity for the provision of Electrical Works (the "Works"), and Electrical Goods (the "Goods"), under a Framework Agreement. In order to meet its requirements, the Council has divided the Framework into Lots as follows: 1 Full Rewires, additional and single item works to Domestic Properties 2 Electrical Installation Condition Reports (EICR) - COMMERCIAL 3 Electrical Installation Condition Reports (EICR) - DOMESTIC 4 Lightning Protection Systems Test & Inspections 5 Aerial and Satellite Dish Repairs 6 Supply of Solar PV Material 7 Supply of Rewire Kits Economic Operators were able to apply for any number or combination of these Lots. Requirements for each Lot were detailed in the Tender Documents.
