Embedded Mental Health and Wellbeing Support in Schools

Glasgow City Council invites tender bids to be part of a flexible framework agreement to provide embedded mental health and wellbeing support services to schools across Glasgow and East Renfrewshire. For clarity, the scope of services to be provided under this Flexible Framework Agreement fall within the definition of a “social and other specific” service under the Public Contracts (Scotland) Regulations 2015. Notwithstanding the term framework agreement this procurement is utilising the flexibility provided for within Section 7 of the Regulations in particular Regulation 76. This ITT details the procedure being utilised by the Council for this procurement.

2023 - Aberdeen City - Whole Family Support Services

Aberdeen City Council is seeking to commission whole family support services. The aim is to provide a more integrated approach of support provisions to children, young people (0-18 years) and families whose home address is within the Aberdeen City boundary and times when a child is living outside on a temporary basis. To strengthen and coordinate early intervention services to children, young people, and families with the following needs: -Families exposed to trauma -Children in conflict with the law -Children on the edge of care -Children with disabilities As part of the stakeholder engagement, those with lived experience were asked to complete a short questionnaire (supported by their services). The themes which were identified as important to those with lived experience included: -Support Services in community -Emotional support for parents and children -Affordable activities for Children -Financial and practical support -Support with children who are not attending school -Early mental health support -Support with sensory needs and children with neurodiversity/ learning disability The contract term is for two years with a three-year optional extension (2+1+1+1).

Whole Family Support Framework

The service will work with each of the six HEART (Help Everyone at The Right Time) areas to identify and support children and families in need of support at the earliest possible point. The aim is to prevent, mitigate and recover from the challenges they are experiencing by recognizing and building on family strengths. The service will provide direct early family focused support to achieve more consistency in identifying and responding to families’ needs within each providers’ area of expertise.

National Safeguarders Panel Management Service

The requirement is for the operation and management of a National Panel of Safeguarders known as the ‘Safeguarders Panel’. Safeguarders are appointed by children’s hearings or sheriffs where there is a requirement to safeguard the interests of the child in the proceedings. The Safeguarder provides the hearing and/or court with an independent assessment of what is in the child’s best interest. Safeguarders are independent from all other agencies involved in the Children’s Hearings System and that independence of practice is a crucial aspect of the role. They are appointed by the Scottish Ministers. Portfolio responsibility falls to the Minister for Children and Young People. The Contractor will make all the necessary arrangements to ensure national consistency in the management of Safeguarders in Scotland and that the required high standards are maintained throughout all Safeguarder appointments in line with the relevant legislation (Children’s Hearings (Scotland) Act 2011, the Children’s Hearings (Scotland) Act 2011 (Safeguarders Panel) Regulations 2012 and the Children’s Hearings (Scotland) Act 2011 (Safeguarders: Further Provision) Regulations 2012) and utilising the Practise Standards for Safeguarders and the Performance Support and Monitoring Framework.

AWARD of the Flexible Purchasing Framework The City of Edinburgh Council has created a Flexible Purchasing Framework of providers in line with the National Improvement Framework for Education. The vision for education in Edinburgh is to ensure excellence by raising attainment and improving outcomes through Accredited Pathways and Certified Counsellors and Therapists: ensuring that every child and young person achieves the highest standards in literacy and numeracy, as well as the knowledge and skills necessary to shape their future as successful learners, confident individuals, responsible citizens, and effective contributors. The City of Edinburgh Council will realise this vision by achieving equity: ensuring every child and young person has the same opportunity to succeed, regardless of their background, social circumstances, additional needs or shared protected characteristics, with a particular focus on closing the poverty related attainment gap, and improving mental health and wellbeing. In order to achieve this, The City of Edinburgh Council will work to reduce the Poverty Related Attainment Gap (PRAG) through a transdisciplinary approach. Delivery of excellence will be achieved via the Edinburgh Imperative, which has four key themes to support reduction of the PRAG: Attendance, Literacy & Numeracy, Pathways, Health and Wellbeing. Collaboration and relationship building with partner providers is a key theme to support young people’s outcomes being at the heart of everything we do. Partner Providers will support schools to provide a service which ensures pupils receive high quality education which meets their needs, delivers improved educational outcomes and avoids exclusion. The City of Edinburgh Council are encouraging a ‘Place Based’ approach to services and supports to families and young people. The intention is to develop comprehensive supports that are within 20minutes of any identified need.

Locality and Intensive Family Support Services

Providers of the Locality and Intensive Family Support Services will support the aims and objectives of the Services by: - Providing holistic, nurturing and relationship-based family support, where every child and young person is supported to achieve their full potential by adopting a strengths-based and rights-enabling approach that focuses on individual and family assets. - Supporting meaningful partnership working and collaborative problem solving by seeing families as experts in their own lives. - Listening to what families are saying, what they say they need and how they want to achieve it, and work in partnership with them to identify supports and solutions that can help. - Working with children, young people, their parents, brothers and sisters, and wider family members as appropriate, to provide practical and emotional support. This will include tailored intervention with holistic, wraparound scaffolding and provision of timely, responsive, and flexible supports to meet the individual needs of the whole family. - Committing to tackling financial exclusion and viewing families’ pressures and stressors through a poverty and trauma-informed lens, contributing to reducing social inequalities and helping families to connect with supports within their neighbourhoods. - Building on individual and family community networks, supporting long-term resilience and meaningful change to improve wellbeing and deliver positive, lasting outcomes for families that will allow them to confidently move on from the service. - Being empathic and enabling, by asking, ‘What will it take to keep this family together?’ and ‘What can I do to support this family today?’ - Providing support to every child, young person, and family to help them contribute positively to their communities throughout their lives. - Continuing to develop the service collaboratively with stakeholders and in particular by embedding the successful elements of the current service into a model of practice. This framework contract will run for four (4) years, commencing 28/06/2024 and ending on 27/06/2028. The council will have an option to extend the contract for a period of two (2) years and then also a further one (1) year, up to 27/06/2031. Extensions will be exercised by the Council serving notice to extend on the Bidder in accordance with the Council’s Terms and Conditions.
