Residential Substance Misuse Services

This procurement is issued under Direct Award Process B in line with the new Provider Selection Regime.\r \r This contract is for Residential Substance Misuse Services and is divided into two Lots:\r \r â€¢ Tier 4 In-patient Detoxification Residential Services\r â€¢ Residential Rehabilitation from Substance Misuse\r \r The Council is seeking multiple providers that can provide either or both of the above named services. \r \r This is a flexible open agreement where, at any time, any Provider that meets the required standards in the Selection Questionnaire can be awarded a contract. \r \r The Council makes no guarantee to any Provider that they will be awarded a placement and no guarantee is made in respect of any volume of work under any such agreements, or in aggregate under the contract. \r \r Each Provider should understand that their submission constitutes an acceptance to the Council of the terms of the Contract. The contract affords the Provider merely the opportunity to respond to an invitation from the Council for the provision of services. \r \r The Contract provides for no form of exclusivity or volume guarantee by the Council for Services from the Provider and the Council is at all times entitled to enter into other contracts and agreements with other Providers for the provision of any Services.\r \r Where a Service is required, the Council will approach the Provider for the service required and confirm with the Provider that they are able to provide the service required within the timescales. The capped daily or weekly rates submitted by the Provider in the Selection Questionnaire (Pricing Schedule) will be the maximum daily or weekly rate for the services. Suitability of the Provider will be determined by the following factors (in no particular order):\r \r â€¢ Appropriateness of service delivery provision\r â€¢ Location\r â€¢ Price\r â€¢ Service Users views and wishes\r \r Note - This is not an exhaustive list\r Additional information: Tender Documents can be accessed free of charge at www.nepo.org using reference DN725902 The expected start date for the proposed contract is 12th June 2024. The expected end date for the proposed contract is 31st March 2028. The proposed contract is to be let with an option to extend for a further 2 periods of 24 months each from the actual end date.

PRJ 1295 – Mental Health Supported Accommodation Services in Southwark– Multi Lot

South East London Integrated Care Board are re-procuring seven mental health supported accommodation services based in Southwark. The seven services are listed below and are organised into three lots. Each lot is organised by specialty and designed to support move on and continuity of care for services users on their recovery journey. Lot 1- Medium to high support needs • St. James • Dunton Road Lot 2- Forensic and complex needs • Milestone • Peckham Rye Lot 3- High support through step down • Kirkwood Road • Landcroft Road • Glengarry Road The aims of these short-term supported living services are to enable service users with severe and enduring mental health needs to gain skills for independence and provide the required support for mental health recovery. The Services will meet the needs of individuals who are leaving hospital or residential care services, or in some cases have a history of offending or being incarcerated. Service providers will also play a role in supporting service users to make connections in the local community to further enable recovery and confidence to live well in the community.

Dynamic Purchasing System for Residential Substance Misuse Rehabilitation Services

Sefton Council set up this Dynamic Purchasing System (D.P.S.) for the provision of Residential Substance Misuse Rehabilitation Services in 2022. \r \r The reason the Council opted to pursue a D.P.S. was to enable the Council to remain in touch with this marketplace on a greater frequency than would be permissible under a Framework. The Council set out in 2022 that it aimed to re-open the opportunity for any potential providers that may have either :\r \r a) joined this marketplace since the DPS was established, or \r \r b) were in this marketplace when the DPS was established, did not opt to bid at the time of its formation, but have since developed an interest in providing services to the Council\r \r Re-opening the window of opportunity provides incumbent providers on the existing DPS to confirm their current commitment, and also enables a new proposal to be submitted should any incumbent provider wish to submit an updated proposal. \r \r The Council planned to re-open the DPS to any further potential Service Providers for approximately 2 weeks, initially from 1st September 2023\r \r Effective treatment and recovery requires a range of services and interventions including; specialist clinical services offering opiate replacement treatment, stabilisation and reduction programmes, medically assisted alcohol withdrawal programmes, psychosocial interventions and support, non-structured support including mutual aid, harm reduction services, including needle and syringe programmes and referral pathways to related health and social care services as well as residential rehabilitation programmes.\r \r Sefton Council are inviting expressions of interest from established Service Providers to join a Dynamic Purchasing System (DPS) for selection and commissioning of Residential Substance Misuse Rehabilitation Services. The Council are looking to commission rehabilitation placements at three levels, Standard, Enhanced and Specialist and Service Providers are invited to submit bids against one or more levels.\r \r Requirements and criteria for service provision at each of these levels is outlined in detail throughout the enclosed Service Specification. It is anticipated that prospective Service Providers will describe their experience and capability in providing these services at one or more of the levels described.\r
