Research and Evaluation Framework

This is a Contract Award Notice. The Care Quality Commission (CQC) is conducting this procurement to set up a new multi supplier research framework using the Open Procedure in accordance with requirements of the Public Contracts Regulations 2015 for the purpose of procuring health and social care research and evaluation services. CQC are seeking tenders from relevant providers to deliver the services which are divided into Lots identified within the procurement documents. Framework Part A - Call Off Partnerships Lot 1: Research partner. Lot 2: Academic partner. Lot 3: Consultation partner. Framework Part B - Thematic Lots Lot 4: Safety and improvement in health and social care. Lot 5: Reducing inequalities in health and social care. Lot 6: Local health and social care systems, integration and joined-up care. Lot 7: Involving people in health and social care and understanding people's experiences of care. Lot 8: Organisational improvement and culture. Lot 9: Effective social care. Framework Part C - Methodological Lots Lot 10: Polling and surveys. Lot 11: Artificial Intelligence. The Framework will be for an initial period of 24 months with an option to extend for up to 24 months. For Lots 1 to 3, only one single supplier will be appointed for each Lot. There will be a different awarded supplier for each Lot. A supplier cannot be awarded more than one Lot in Lots 1 to 3. For Lots 4 to 10, the Authority seeks to award up to a maximum of fifteen Suppliers per Lot. A supplier may be awarded to one or multiple Lots. For Lot 11 the Authority seeks to award up to a maximum of five Suppliers. ***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the Crown Commercial Services Research and Insights DPS - RM6126 Summary of requirements GOTT is seeking an external supplier to help it reflect on progress since creation and identify strengths and opportunities. The objective of the evaluation in its first phase is to provide: - A process evaluation of the Government Office for Technology Transfer's performance to date: its services and products; offer to clients (current and prospective); and its potential to deliver on the expectations laid out in the Mackintosh Report and to GOTT's objectives and strategy as agreed with its Advisory Board. - Robust evidence of the effectiveness of GOTT's programme to date in terms of GOTT's impact on the client base and to provide an indication of the potential to meet its objectives longer-term. This should include direct and indirect outcomes and impact, such as spillover effects. This should also consider the counterfactual position and may include looking at alternatives paths clients may have had to take in GOTT's absence. - An understanding of the way GOTT is experienced by its clients; perceptions from public sector stakeholders beyond GOTT's immediate client base; and those of others within the innovation/knowledge exchange landscape who are relevant to GOTT's work.
