16+ SERVICES - YOUNG PEOPLE SUPPORTED ACCOMMODATION AND TENANCY SUPPORT IN ASHFIELD, BROXTOWE, RUSHCLIFFE AND GEDLING

The Council's contract for the provision of 16+ Supported Accommodation service operating in the Locality expired on 31 July 2022. The Council has awarded new contracts for the provision of 16+ Supported Accommodation service in the Locality which commenced on the 1 August 2022, but the Council was unable to award all contracts during the original procurement exercise and a second procurement exercise commenced in February 2022 and resulted in the award of contracts for all but one of the services. However, the acquisition or development of accommodation to fulfil the requirements of the specification will take some time and as a result an interim contract was required to avoid a gap in provision for looked after children and care leavers in the south of the County (Gedling, Broxtowe and Rushcliffe) and Ashfield.\r \r The Council intends to create additional capacity to fill the gap in service between 1 August 2022 and the new service commencement date, through the development of an interim solution whilst the implementation phase of the new service is completed.\r \r The Council has identified Framework Housing Association as being able to provide these interim services and a direct award was made to Framework Housing Association. The initial term of the contract was from the 1st August 2022 to the 31 July 2024, the contract was varied and extended in 2024 as a result of an ongoing need for provision in the South of the County. The contract was extended until 31st March 2026.

Mental Health Support Services Framework Agreement - Call-off 6 Moving Forward On-line and Home Fund

The service will be provided using NHS funding for post-discharge support for mental health patients in Nottinghamshire and Nottingham City. This funding enables the Provider to identify any blockages to discharge where a person is 'clinically well enough' leave inpatient care and support people to overcome those difficulties and facilitate a timely return to the community. The provision may include, but is not limited to, equipping people with a digital device and 4G/Wi-Fi data access to shop, pay bills and keep in touch with family, friends and support agencies whilst staying safe during the Covid pandemic and paying deposits to landlords, arranging furniture packages, buying clothing and paying for transport for people on wards or at risk of admission who are without a tenancy of their own and struggling to access social housing quickly enough due to rent arrears for example.

Changing Futures Main Delivery Service

Nottingham City Council, on behalf of the Nottingham City Place Based Partnership, is seeking tenders from sufficiently experienced and qualified organisations to deliver a range of services to improve outcomes for people who experience severe and multiple disadvantage (SMD). SMD is defined as concurrent experiences of three or more of: homelessness, substance use, mental health issues, domestic and sexual violence or abuse, and contact with the criminal justice system. Nottingham City Place Based Partnership is committed to improving the outcomes for people experiencing SMD and aims to procure 'Changing Futures' services as part of meeting these needs. Nottingham has secured ongoing funding through the Integrated Care Board's Health Inequalities Innovation Improvement Fund. The Services will be commissioned in two Lots: Lot 1 is the Main Delivery Service (MDS) Lot 2 is the Partnership Learning Hub (PLH). Providers are invited to tender for Lot 1 and/or Lot 2. Lot 1 - The Main Delivery Service comprises the required Core functions: Front Line Delivery a. Intensive Case Management b. Multi-Disciplinary Team c. Peer Mentoring System Development d. Lived Experience Coordination e. Learning and Evaluation Lot 2 - The Partnership Learning Hub: training and shared learning to all system partners and services in Nottingham. Changing Futures anticipates attracting additional funding over the period of the contract and should additional resources become available, enhanced services may be added to the contract, as explained in the tender documents. The contract duration for both Lots will be for 3 years with a possible extension of 2 years at the Council's discretion and subject to continued funding from the ICB. The total contract value for both Lots is estimated to be a maximum of £11,051,905 over the total length of the contract, including any potential extensions and possible additional funding (this would be a maximum of £9,858,625 for Lot 1 and a maximum of £1,193,280 for Lot 2). The contract start date will be 1 April 2025. This contract will be let under the Light Touch Regime of the Public Contract Regulations 2015.
