Description

The Council's contract for the provision of 16+ Supported Accommodation service operating in the Locality expired on 31 July 2022. The Council has awarded new contracts for the provision of 16+ Supported Accommodation service in the Locality which commenced on the 1 August 2022, but the Council was unable to award all contracts during the original procurement exercise and a second procurement exercise commenced in February 2022 and resulted in the award of contracts for all but one of the services. However, the acquisition or development of accommodation to fulfil the requirements of the specification will take some time and as a result an interim contract was required to avoid a gap in provision for looked after children and care leavers in the south of the County (Gedling, Broxtowe and Rushcliffe) and Ashfield.\r

The Council intends to create additional capacity to fill the gap in service between 1 August 2022 and the new service commencement date, through the development of an interim solution whilst the implementation phase of the new service is completed.\r

The Council has identified Framework Housing Association as being able to provide these interim services and a direct award was made to Framework Housing Association.  The initial term of the contract was from the 1st August 2022 to the 31 July 2024, the contract was varied and extended in 2024 as a result of an ongoing need for provision in the South of the County.  The contract was extended until 31st March 2026.

AMCV 333 - Barleyfield House Respite Provision for Adults with Learning Disabilities and Autism

Shropshire Council is dedicated to providing high-quality residential respite care for adults with learning disabilities, supporting families in their caregiving roles. The current contract for residential respite care services is set to expire in September 2025. The home, located in Shropshire, is registered with the Care Quality Commission to accommodate up to four residents. It primarily offers planned respite care but is also equipped to handle emergency respite requests at short notice. All places within the home are contracted by Shropshire Council. The property is leased by Shropshire Council, and the successful tenderer will be required to enter into a license agreement or equivalent to cover the occupation of the home. The form of the license agreement is included with the tender documents. Shropshire Council invites tenders from providers for the care and support element of this service, including some hotel costs as outlined in the Finance Model schedule. If the successful tenderer is not already registered with the Care Quality Commission, registration will be required following the award of the contract. The contract will be let for one year, with an option to extend for up to a further two years. The terms, conditions, and standards are contained in the enclosed sample form of contract, which will be reviewed periodically to ensure it includes the Council’s up-to-date contract clauses. Shropshire Council is tendering this service to meet the ongoing requirement of demonstrating Best Value. Providers tendering for these services are expected to identify improved efficiencies while maintaining a high-quality service. The Council seeks to appoint an innovative provider who: •Can meet the varied needs of up to 40 different residents. •Can develop the current service in line with the Council’s priorities. •Has a track record of providing high-quality residential respite services of a similar nature. •Has proven abilities to think imaginatively about service development and improvement. •Can demonstrate an awareness of local and national agendas for both health and social care. Performance of the home will be monitored and contribute to the Council’s overall performance framework. The Council supports the development of appropriate local performance targets by and for individual services.
