Torbay Council is looking to work in collaboration with a single experienced and accredited Provider of Enforcement Agency Services to improve collection rates across the following debt areas: 1 Lot 1 • Council Tax • Business Rates and Business Improvement District Debts (BIDS) • Parking Penalty Charge Notices • Sundry Debts and Housing Benefit Overpayments • Commercial Rent Arrears • Execution of Arrest Warrants 2 Lot 2 The Council is also looking for a Provider of Enforcement Agency Services to undertake County Court and High Court work across multiple debt types, and provide High Court Sheriff Services. This may include processing a debt from the issue of pre-proceedings documentation through to enforcing judgement.

SC21081 - Moving Traffic Enforcement

KCC require the provision of an all-encompassing total system service that allows it to discharge its responsibility under the Traffic Management Act, comprising of: \r \r 1. Supply, installation, Communications (3G, 4G or 5G), maintenance (for the duration of the contract) of permanently fixed VCA Certified Traffic Management Act 2004 CCTV units, for the use of moving Traffic Enforcement. \r \r 2a. Connection to a minimum of 20 CCTV units\r 2b. Digital video image capture of Moving Traffic Offence from a VCA certified CCTV unit\r 2c. Share image with KCC for interrogation and instruction to proceed\r 2d. ANPR data interrogation\r 2e. Salford City Council require all aspects of on-street parking on the public highway which means balancing different user needs and introducing regulations that aim to improve safety, manage traffic and reduce congestion.
