Northamptonshire Children's Trust for the Provision of Homes for Children and Young People in our Care Independent Fostering Arrangements and Children's Homes

Northamptonshire Children's Trust (hereafter referred to as the "Children's Trust") wishes to invite Tender Responses for the supply of services in respect of this requirement. This specification covers providing Homes for Children and Young People in Our Care, Independent Fostering Arrangements and Children's Homes. The primary role of Independent Fostering Arrangements and Children's Homes is to provide homes to ensure children in our care have a place that is safe and suitable for their individual needs, where they are supported by people who care for them and about them to achieve their full potential, develop resilience, enjoy good health and wellbeing and develop into adulthood. The Children's Trust is setting up a DPS to commence on 1st February 2024 with an initial term of 4 years and 2 months (i.e. to 31st March 2028), with an option to extend for up to an additional 3 years (until the 31st March 2031). Services will be categorised by the following lots that are described further in the specification: • Lot 1: Independent Fostering Agency placements for Children in Care - Category 1.1 - Standard - Category 1.2 - Enhanced - Category 1.3 - Complex Needs - Category 1.4 - Emergency - Category 1.5 - Transition to Family Care from Children's Homes - Category 1.6 - Parent and Child • Lot 2: Children's Homes placements for Children in Care - Category 2.1 - Standard Homes - Category 2.2 - Specialist Homes - Category 2.3 - Complex Needs - Category 2.4 - Emergency Potential Providers can apply for one or more Lots and Categories. The Light Touch Regime (LTR) applies to the Services under this DPS, as per Public Contracts Regulations 2015.

Solihull Parenting Approach Service

Following a tender exercise the London Borough of Hackney has awarded a contract to Barnardo's to deliver a Solihull Parenting Approach Service that will, map, coordinate and expand on the number of universal Solihull Approach parenting group interventions in various locations across Hackney, deliver Solihull Approach professional courses, and increase the take-up of free on-line Solihull Approach courses (Online Courses | Hackney) by parents/carers and professionals. The aim of the Service is to work with families with children aged 2 years and under, and with professionals to improve the quality of parent-infant relationships in Hackney so that babies and toddlers can feel safe and secure, and ensure they have the key competencies that will help them to thrive. The contract is for 18 months with an provision to extend for a further 6 months at the Council's discretion. The contract value is for a sum if £280,902.83 for the 13 month contract duration, and £398,315.00 in total if the extension option for £117,417.11 is utilised.

Children and Young People Participation Framework Agreement

The Scottish Government is commissioning a Framework Agreement to respond to the growing need for children and young people’s participation in decision making and policy design across Scottish Government and to ensure approaches are meaningful, coordinated and sustainable. Specifically, the Framework is being created to establish an efficient and effective mechanism that provides the Scottish Government with a strategic, high quality and sustainable approach to meaningfully engage with children and young people as part of its decision-making and policy design process. The Framework will enable policy areas across Scottish Government to identify, recruit and engage with organisations that have the skills and expertise required to design and deliver bespoke, high quality participation activities with children and young people. It is envisaged that the appointed suppliers will be both organisations operating at a national level and those working within specific communities. These organisations will engage with and represent a broad range of children and young people, with particular representation of those identified as being furthest from their rights. The Framework will be overseen by the Children’s Rights Unit to ensure a more collaborative, streamlined and strategic approach to participation by creating a database of all work commissioned. This will be an evidence bank for policy areas to pull from when carrying out Children’s Rights and Wellbeing Impact Assessments (CRWIA) and help to reduce duplication and ad-hoc engagement whilst also tackling engagement fatigue felt by stakeholders.
