FCDO are planning to procure a Technical Assistance contract for a five-year financial sector development programme in Bangladesh. The contract would require the supplier to provide expertise to the central bank, government and other related regulatory authorities. The contract will pursue outcomes in the following areas: 
- Organisational transformation of the central bank
- Financial infrastructure development, including for financial inclusion (e.g. payment systems, regulatory technology, credit information, open banking etc)
- New and reformed regulatory and legal frameworks and institutions for financial services (e.g. bankruptcy code)
- Financial ecosystem development (e.g. accredited professionals, standards)
The route to market for this procurement opportunity is now finalised and will be through FCDO’s existing Global Development Delivery (GDD) Framework, Lot No.4, which will be governed under PCR 2015 regulations. The communication channel against pqq_1945 (https://fcdo.bravosolution.co.uk/go/313053680199E13227C4) will be closed w.e.f. 28/11/2025.  All future engagement with the Framework Suppliers until publication of ITT for this Tender will be through the existing Lot No.4 communication channel, which is available only to the existing Lot 4 suppliers.

Climate Innovation Pull Facility - Facility Manager - Invitation to Submit Initial Tenders

The UK Department of Energy Security and Net Zero is procuring a supplier to manage a new facility - the Climate Innovation Pull Facility. Through pull finance, this facility will support innovation, scale up and market building for climate change mitigation solutions for developing country contexts, focusing on innovative clean energy technologies and business models in a small number of specific applications/sectors, where the evidence shows support is most needed. In public innovation financing, "pull mechanisms" create incentives for innovators and other actors by creating viable market demand. They seek to reduce viability gaps and induce innovation by signalling demand for solutions to specific problems. Mechanisms often cited include Advanced Market Commitments, Results or Outcomes Based Financing, Prizes/Challenges, innovation bulk procurements, Contracts for Difference, among others. By contrast, much innovation support has to date utilised "push mechanisms" directly subsidising up-front R&D costs. In terms of climate mitigation solutions, the CIPF will support the development of innovation projects aligned to Ayrton Fund themes: industrial decarbonisation, sustainable cooling, smart energy systems and storage and clean transport Further details of Ayrton Fund thematic challenges are set out on gov.uk. The procurement of this requirement will be in two parts: (i) A contract for a Facility Manager to manage the programme and identify, incubate, commission and oversee 6-10 climate pull projects of £10m - £50m each. This contract will also cover programme monitoring and learning. ii) A separate contract for an Independent Evaluator of the programme, who will conduct a mid-term and end-of-term evaluation of the programme's achievement of its development objectives, theory of change and value for money. This procurement is subject to a separate procurement procedure. The procurement for the Facility Manager is the focus of this notice and will be run as a competitive procedure with negotiation. The initial contract value is £183m over 5.5 years with options to extend by up to £317m and up to 3 additional years. Of the £183m initial contract value, at least £150m of this will be allocated for climate pull projects, the majority of which will be grant funding. PA23 UK3 - PPN for Nairobi Railway City Technical Assistance Project

Foreign, Commonwealth and Development Office (FCDO) are planning to procure a Technical Assistance contract for Nairobi Railway City Technical Assistance Project (NRC TA) in Kenya. The contract would require the supplier to provide expertise to support Kenya Railways to fully develop and unlock the economic potential of the Railway City Project in Nairobi, Kenya. The Supplier will provide the strategic oversight of the Railway City Project, leadership, stakeholder management to ensure the effective delivery of day-to-day operations of the Contract. This will also include identification, development and delivery of Technical Assistance activities, oversight and management of the Technical Assistance expertise commissioned. The NRC TA contract will contribute to broader national objectives, including stimulating economic growth, generating employment opportunities, expanding future transport capacity, and delivering a mixed used climate resilient project that includes affordable housing in its scope. The route to market for this contract is not yet determined and FCDO will be using market feedback from Preliminary Market Engagement activities to inform the decision. A further Preliminary Market Engagement (PME) Notice (UK2) will be published in due course with the details of Preliminary Market Engagement activities. The route to market stated in this notice is therefore subject to change.
