Description

Antrim and Newtownabbey Borough Council would like to invite tenders for the safe removal and recycling/reprocessing/reuse and disposal of a range of recyclables from the Council’s Household Recycling Centres for the period of 1 December 2025 – 30 November 2027 with an option to extend for up to a further 24 months, subject to performance and review.

Kerbside Recycling

The service will require the treatment and disposal of dry mixed recycling and fibres that are collected at kerbside and commercial waste customers in Rotherham. This will include: Receiving, handling, treatment and disposal of Contract Waste from Authorised Vehicles by the Contractor or any agents or Sub-Contractors acting on their behalf Maximise material sales to generate an income to the Council Handling, treatment and disposal of Non-Compliant Material and Residues; and The treatment and processing of Contract Waste to maximise the generation of Products and thereby minimise waste disposal adhering to the principles of the Waste Hierarchy. Based on the current annual tonnage data, it is estimated that around 14,000 kerbside tonnes per annum of dry mixed recycling will require treatment and disposal, and 8,000 kerbside tonnes per annum of paper & card. Commercial Waste tonnage potential is not yet fully understood as the service has only recently been introduced.

P-3276 Collection and Disposal of Scrap Metal - Skips

Translink is looking for a competent supplier to provide a collection and disposal service for its scrap metal skips. This will include recycle ferrous metal and non-ferrous metals: old rolled aluminium, No 2 old steel scrap, 7b turnings, and train wheels. The highest overall price offered to Translink for recycled materials will attract the maximum score available. This will be an initial 5-year contract with possible further extensions for up to 2 years (24 months). Anticipated Contract Start Date is 5 January 2026. Your response must be submitted via the relevant Call for Tender (CfT) on the eTendersNI portal. Waste Management Services following expiry of the Council’s Public Private Partnership (PPP) Arrangements

The Council is currently party to a PPP Contract, with services provided by a Special Purpose Vehicle (SPV). The PPP Contract includes infrastructure and requirements associated with mechanical biological treatment (MBT) (which will have been adapted to become WTSs prior to the commencement of this Contract), Waste Transfer Stations (WTS Sites), Recycling Centres (RC Sites), Recycling Deposit Points (RDPs) and management of Landfill Sites. The PPP Contract, which covers Oban and Lorn together with the inner islands, Mid Argyll and Kintyre, Bute and Cowal expires at the end of September 3rd, 2026. In the short-term, the Council has a requirement to procure continued provision of services within the ‘Contract Area’ whilst further consideration is given to the preferred longer-term service configuration and delivery model. The Services required under this Contract are detailed within Schedule Part 4 – Services Specification and further information provided in the Specification Appendices (1-5).
