Evaluation, Economic and Social Impact Consultant

INTRODUCTION St. Osyth Priory and Parish Trust is currently in the Development Phase of a project funded by a grant from The National Lottery Heritage Fund, which will focus on the redevelopment of the Tithe Barn and Old Dairy into hireable event and community spaces. St. Osyth Priory and Parish Trust seeks to appoint a suitably qualified and highly experienced Evaluation, Economic, and Social Impact Consultant to work on the Development and Delivery Phases (RIBA 1 to RIBA 7) of this project aspect. This is a Heritage Enterprise project, and the evaluation needs to encompass the needs of this grant programme. This ITT outlines the background to the project, the tender process, timescales, and management arrangements. There is, however, no guarantee that Delivery Phase services will be required, as this is contingent upon successful funding, and bidders should take this into consideration. Development Phase Budget: £25,000 Delivery Phase Budget: £35,000 (Subject to successful funding) Role, Scope and Responsibilities The Evaluation, Economic and Social Impact Consultant will be required to work with the Project Team to coordinate the evaluation of all aspects of the project and write the final Evaluation plan in line with The National Lottery Heritage Fund guidelines. Helping us to improve as we progress will be as crucial as compiling the final report. We expect the evaluation consultant to work closely with us throughout the project's duration. The consultant will be tasked with capturing data related to the Economic and Social Impact. We would also like the project's framework to be consistent with HM Treasury's 'Green Book', 'Magenta Book' and The National Lottery Heritage Fund's good practice guidance. This work will be split into two phases: • Development Phase: o preparation of an evaluation framework o An evaluation of the Development Phase • Delivery Phase: o Evaluation of the Delivery Phase The final report should include detailed recommendations for the project's legacy.

The West Midlands Growth Company (WMGC) is the West Midlands Combined Authority’s (WMCA) designated investment promotion agency and destination management organisation. It attracts businesses, capital, visitors and events to the region to deliver economic growth, increased productivity, employment opportunities and a better quality of life for those that live and work here. WMGC’s role is to support with the delivery of the WMCA’s economic strategies, including the Plan for Growth, and the delivery of the ambitions of local places. It utilises its partnership of the public, private and academic sectors to deliver the greatest impact for the economy, local businesses and communities. The WMGC is owned by the WMCA and its constituent members, with governance that includes private sector partners. wmgrowth.com The West Midlands Growth Company has a requirement to appoint an external consultant to support with a six-month programme of strategic communications activity to support its overarching objective of Enhancing the Profile and Reputation of the Region. The brief is to help drive high-level awareness and interest surrounding the West Midlands, particularly from a business, stakeholder and political audience. The communications programme will run from mid-September 2025 – March 2026. The consultant shall be retained on a flexible basis, drawing down an average of approximately two (2) days per week, with specific hours and days to be determined as reasonable required by the Company.
