Description

The Consortium sought to establish a new framework of kitchen manufacturers and suppliers for the supply of kitchens to replace the current Cirrus Consortium Kitchen Materials Supply Framework which is due to expire in November 2025.

While the new framework is predominantly for the supply of kitchen materials; installation and other associated services will also be available. Whole kitchens and/or component parts of kitchens may be required by contracting authorities to fulfil the needs of their organisation, whether that is for planned investment programmes, void replacement kitchen installations, new build and outright sale properties, kitchen repairs and maintenance or any other reason. Consortium members may procure ancillary products such as tiles, flooring, lighting and internal doors through the framework as necessary to meet their needs.

The framework is to cover the full range of kitchen and related materials required by consortium members including, but not limited to the following: 

- Readymade (pre-assembled) kitchen units and accessories
- Flat pack kitchen units and accessories
- Kitchen unit doors and accessories
- Worktops and accessories
- Kitchen wall tiles, flooring and associated products
- Kitchen appliances
- Adapted kitchen items and accessories
- Modular kitchens
- Any other item that could reasonably be required by consortium members as part of a kitchen materials supply contract 

In compliance with Public Contracts Regulations 2015 #102, Halton Housing (Community Benefit Society Registration number: 7744) are the principle contracting authority for the establishment of this framework and Cirrus Purchasing Ltd are the managing agent on behalf of the Cirrus Consortium.

The framework is to cover call-off contracts made within England, Scotland and Wales, but excludes Northern Ireland. The framework is available for use by all contracting authorities as defined by Regulation 2 of the Public Contracts Regulations 2015 #102, including but not limited to the defined groups referenced in Schedule 4 of the Framework Agreement (or those that supersede them). The framework is also available for use by all current and future members of The Consortium.

The awarded contract value is £150,000,000 however there is no guarantee of this to the awarded suppliers through the period of the framework

Building and Refurbishment Services for Planetarium, Including Lift and Kitchen Installations

At Xplore! Science Discovery Centre, we are embarking on a bold redevelopment programme—Xplore! 2.0—to transform our facility into a dynamic hub for science, technology, engineering, the arts, and maths (STEAM) education. Collectively, these developments will provide a step-change in our capacity to deliver impactful, inclusive, and future-focused STEAM learning experiences for our community and beyond. Phase 1: Planetarium and Accessibility Upgrades. Tender-focus: Planetarium room build, office relocation, stairwell refurbishment and lift installation Phase 1, funded by the Shared Prosperity Fund (SPF) Transition Fund, will deliver a fixed-dome planetarium equipped with advanced AV technology and licensed software to provide high-quality STEAM experiences for groups of up to 30 visitors per session. Supply and installation of the planetarium are part of a separate tender package. To ensure full accessibility, Phase 1 also includes the installation of a platform lift, stairwell refurbishment, and relocation of staff offices to the first floor. The planetarium is expected to be fully operational by March 2026, with coordinated delivery between contractors and planetarium suppliers. Phase 2 – Early Years STEAM and Café Redevelopment. Tender-focus: LaunchPADLansio room build, kitchen installation and café redesign and installation Phase 2, funded by the Moondance Foundation, will establish LaunchPADLansio, a 212m² immersive STEAM exhibition space designed specifically for under 5s. The space will spark curiosity, foster imagination, and support early cognitive, communication, and social development. It is underpinned by the Wales Early Years Framework and Curriculum for Wales (Progression Step 1), with a focus on learning through play. This phase also includes a kitchen upgrade and café redesign, creating a welcoming hub for families. Interactive elements such as planet domes and space-themed exhibits in the café will extend the learning experience in informal settings, connecting families to STEAM themes beyond the gallery.
