Description

The Consortium sought to establish a new framework of kitchen manufacturers and suppliers for the supply of kitchens to replace the current Cirrus Consortium Kitchen Materials Supply Framework which is due to expire in November 2025.

While the new framework is predominantly for the supply of kitchen materials; installation and other associated services will also be available. Whole kitchens and/or component parts of kitchens may be required by contracting authorities to fulfil the needs of their organisation, whether that is for planned investment programmes, void replacement kitchen installations, new build and outright sale properties, kitchen repairs and maintenance or any other reason. Consortium members may procure ancillary products such as tiles, flooring, lighting and internal doors through the framework as necessary to meet their needs.

The framework is to cover the full range of kitchen and related materials required by consortium members including, but not limited to the following: 

- Readymade (pre-assembled) kitchen units and accessories
- Flat pack kitchen units and accessories
- Kitchen unit doors and accessories
- Worktops and accessories
- Kitchen wall tiles, flooring and associated products
- Kitchen appliances
- Adapted kitchen items and accessories
- Modular kitchens
- Any other item that could reasonably be required by consortium members as part of a kitchen materials supply contract 

In compliance with Public Contracts Regulations 2015 #102, Halton Housing (Community Benefit Society Registration number: 7744) are the principle contracting authority for the establishment of this framework and Cirrus Purchasing Ltd are the managing agent on behalf of the Cirrus Consortium.

The framework is to cover call-off contracts made within England, Scotland and Wales, but excludes Northern Ireland. The framework is available for use by all contracting authorities as defined by Regulation 2 of the Public Contracts Regulations 2015 #102, including but not limited to the defined groups referenced in Schedule 4 of the Framework Agreement (or those that supersede them). The framework is also available for use by all current and future members of The Consortium.

The awarded contract value is £150,000,000 however there is no guarantee of this to the awarded suppliers through the period of the framework

Commercial Kitchen Equipment

Anchor Hanover Group is seeking to appoint bidders for the provision of commercial catering equipment, kitchenware, consumables, and associated installation services across its national portfolio. The successful bidder(s) will provide goods and services to approximately 200 commercial kitchens within 120 care homes and 70 extra care locations. The estimated spend over the maximum contract term is £6,000,000 (INC VAT). The contract is scheduled to commence on April 1, 2026, for an initial period of 3 years, with the option to extend for up to a further 3 years (2 + 1). Lot Structure and Scope The tender is divided into two distinct service streams, and bidders may secure one or both lots. LOT 1 - Heavy Commercial Equipment (Supply and Fit) This lot covers the complete lifecycle management of all heavy, installed commercial catering equipment. The Lot 1 Contractor will be responsible for the supply of all specified heavy-duty equipment (e.g., refrigeration, ovens, warewashing) via a managed e-catalogue. The scope requires a comprehensive service that includes mandatory site surveys, professional installation by qualified engineers, and full commissioning. Furthermore, the contractor must manage the safe decommissioning and WEEE-compliant disposal of all redundant heavy equipment. A fully managed Single Point of Contact (SPOC) administrative service for all in-warranty claims is required. Contractual Basis: Anchor’s Standard Goods & Services Contract terms. LOT 2 - Light Equipment, Kitchenware & Consumables (Supply Only) This lot covers the supply and delivery of all non-technical light catering goods via a managed e-catalogue.
