Description

A high quality Crisis Text Service will provide timely, accessible, and effective support including a range of interventions tailored to meet the diverse needs of service users including:<br/>• Providing a clinically led service with Mental Health Practitioners undertaking the text based conversations.<br/>• Providing a service that caters to individuals across all age groups, ensuring that no one is excluded from accessing support.<br/>• Recognising that crisis can occur at any time and to anyone thus ensuring that the crisis text service operates 24/7, 365 days a year.<br/>• Offering the following range of support interventions to address the diverse needs of service users: Text based crisis intervention, emotional support, referrals to appropriate services, safety planning and risk formulation.<br/>• Ensuring appropriately qualified Mental Health Practitioners undertake comprehensive training that covers essential topics such as active listening, de-escalation techniques, suicide risk formulation, risk assessment and safety planning across all ages.<br/>• Ensuring clinical supervision and support for staff<br/>• Mental Health Practitioners completing training that addresses the diverse needs of all age groups and populations to ensure that all individuals receive culturally sensitive and inclusive support that meets their unique needs.<br/>• Integration with NHS 111 – Mental Health Option and signposting to local crisis services across South Yorkshire.<br/>• Providing South Yorkshire Integrated Care Board with quarterly Service Quality Performance Reports which detail the number of texters and conversations, escalations, day of the week, time of the day, topic of conversations, demographic breakdowns, and user satisfaction.<br/>• Providing ongoing support from a Partnership Manager, including marketing resources, quarterly review meetings, check-in calls, email support, contract review meeting and responses within 24 hours.<br/>• Being committed to working collaboratively with SYICB and other local partners to introduce more efficient and innovative ways of working.<br/>• Supporting with insight for local and targeted promotion across South Yorkshire.<br/>• Considering local feedback for service improvements.

Restorative Justice Related Services

The Police & Crime Commissioner for Warwickshire (PCC) invites tenders from qualified providers for the delivery of restorative justice services across Warwickshire. The aim is to support victims, offenders, and communities through facilitated dialogue, mediation, and reconciliation processes that promote healing and accountability The requirement will be tendered in the following lots: • Lot 1 – Restorative Justice (RJ) service • Lot 2 – Anti-social behaviour (ASB) / non-crime restorative service Summary of requirements: • Lot 1 – The Restorative Justice (RJ) service will provide direct support to victims and perpetrators of crime across the county through effective RJ practices. The RJ service will form part of a wider multi-agency approach to justice and support services in Warwickshire and will be expected to work closely with a range of partners, including the Lot 2 service provider. • Lot 2 – The anti-social behaviour (ASB) / non-crime restorative service, which will sit alongside several partners in a Multi-Agency Restorative Justice Hub (MARJH). The service will deliver restorative interventions for cases arising across the Warwickshire community, where a crime has not occurred. The service will provide an accessible, proportionate, and effective early intervention option, within a wider Multi-Agency Restorative Justice Hub (MARJH). NB: Bidder(s) may only bid for one lot. This tender falls under the Light Touch Regime below threshold, therefore is outside The Procurement Act 2023. Contract Term • Lot 1 - The contract shall be for an initial period of 3 years with the option to extend of up to a further 2 x 12 months. • Lot 2 - The contract shall be for an initial period of 1 year which will run as a pilot with an option to extend for up to a further 4 x 12 months. The PCC has allocated an annual budget of £55,000 for the provision of services for Lot 1. This budget will remain fixed for the period of the contract. The PCC is very keen that the service provides good value for money through the delivery of effective and efficient interventions. Bids and services that focus resources on front line service delivery are encouraged. The PCC has allocated an annual budget of £25,000 for the provision of Lot 2 services. This budget is provided as part of a pilot project. If the pilot is successful and funding is available over the extension periods, the funding envelope will remain the same. The provision of Lot 2 services will be excluded from the PCC's annual grants process. Similarly to Lot 1 services, the PCC is very keen to ensure that Lot 2 services provide good value for money through the delivery of effective and efficient interventions. Bids and services that focus resources on front line service delivery are encouraged. The funding for these services is partly reliant on Government grant. Where grant funding is used to fund services, the terms and conditions of that grant will apply fully to the service provider. National Framework Agreement for the provision of Mental Health and Wellbeing Services (Framework Re-opening)

The level of demand for mental health services continues to grow. Data from the Mental Health Services Data Set (MHSDS) shows there were 600,000 more adults in contact with secondary mental health services in June 2024 than there were in June 2019. This reflects a 45% increase in 5 years, which cannot be accounted for by population growth alone. The number of children and young people in contact with mental health services increased by 29% from June 2022 to June 2024. While the NHS mental health workforce has grown, demand for mental health services exceeds NHS capacity. Relevant Authorities are seeking additional providers of mental health and wellbeing services to supplement or support NHS provision. This Framework Agreement will provide a quick and compliant route to contract for these services. The overall aim of the Framework Agreement is to provide Mental Health and Wellbeing services for young people, adults or both. The Framework intends to cover a range of services that fall within the scope of Mental Health and Wellbeing services, delivered either virtually or in person. This is a Framework under The Health Care Services (Provider Selection Regime) Regulations 2023 and The Health Services (Provider Selection Regime) (Wales) Regulations 2025 In accordance with Regulation 17 of The Health Care Services (Provider Selection Regime) Regulations 2023 and Regulation 17 of The Health Services (Provider Selection Regime) (Wales) Regulations 2025, the Framework will be open to applications from new potential Providers during the Term of the Framework. Previously appointed Providers are NOT obliged to re-apply. This notice concerns the opening of the Framework opportunity for applications from new potential Providers. The Framework has been established under The Health Care Services (Provider Selection Regime) Regulations 2023 and The Health Services (Provider Selection Regime) (Wales) Regulations 2025 (and as amended) (together the PSR) for use by all Relevant Authorities (and any future successors to these organisations). "Relevant Authority" is defined in section 12ZB(7) of the National Health Service Act 2006 and in section 10A(9) of the National Health Service (Wales) Act 2006. It means a combined authority, an integrated care board, a local authority in England, NHS England, an NHS foundation trust or an NHS trust established under section 25 of the National Health Service Act 2006, a county council or county borough council in Wales, a local health board established under section 11 of the National Health Service (Wales) Act 2006, a National Health Service trust established under section 18 of the National Health Service (Wales) Act 2006, or a special health authority established under section 22 of the National Health Service (Wales) Act 2006. For the avoidance of doubt, any successor bodies of any of the above entities shall be entitled to place Orders and shall be deemed Relevant Authorities for the purposes of this Framework.
