Description

Westminster City Council is looking to deliver up to 30 (Thirty) DC EV Rapid Charge Points within the borough with the award of a concessionary contract.
These sites will consist entirely of on-street locations and our plan is to procure a contract that will deliver at least twenty-five 50kW output chargers with the potential, if site conditions allow, for up to 5 higher powered 100-150kW units.
The Council will undertake a programme where the Rapid Charger sites which have been enabled by the Council’s own highways service provider, including the dedicated charging bays and signs.
A Request For Information (RFI) is available to complete for interested organisations. This questionnaire will not form part of the formal procurement process.
All responses are to be submitted via Jaggaer (online procurement portal ref: SQ_30079 - On Street EV Rapid Chargers (Request For Information) no later than Midday (12:00 hrs (GMT)) on Tuesday 18th March 2025. The deadline for submitting clarification questions will be 12:00hrs Thursday 13th March 2025.
Our expectation is that a procurement will follow on conclusion of the market engagement exercise.

The Contractor shall guarantee that in the event of plant and equipment failure not caused by the Operator or their agents or in excess of 24 hours, the Contractor shall undertake to supply an equivalent plant at their own cost. In the event that the Contractor is not able to supply a replacement within the agreed timeframe the Company may seek to replace with another hired plant. The contractor shall reimburse the Company the full cost of replacement and shall include any transportation costs incurred as a result of this. All plant and equipment shall hold a minimum of 12-month warranty. The Contractor is to ensure that in the event of any breakdowns (within the company's operating hours) a qualified engineer shall be sent out to site to rectify within 2 hours from notification, to investigate and or remedy the fault and or supply replacement plant. All parts failing due to general and expected wear and tear are to be replaced the Contractor at their cost. The Contractor will produce a list of parts and components which will fall within this category and are exempt within 1 month of the contract commencing. All servicing is to be carried out in accordance with manufacturer's guidance and to the manufacturer's minimum recommended specifications. Copies of all service records and annual inspections will be supplied to the company within 7 working days of all works being completed and retained by the Contractor for a period of 3 years from the expiry of agreement. Upon completion of any and all servicing, maintenance and or repair works the Contractors engineer must supply a signed handover document which states what work has been undertaken and that the plant is now safe, fit for use, fully serviceable and meets all Health & Safety requirements e.g. LOLER or PUWER certification has been issued. Costs for all part, labour and travel through wear and tear are to be included. Solid tyres are to be supplied to begin with as a one of and thereafter will be replaced/repaired by the Company.

EEAST - Framework for Vehicle Windscreen Service (24-T24)

The Authority is having a major concern regarding windscreen repairs and replacement. The<br/>current turnaround times are 3 to 4 days meaning vehicles are off the road while waiting repair and<br/>calibration. The intention is to reduce turnaround times in order to retain operational vehicles on the<br/>road with less downtime. It is the Authority’s desire is to move as many non-operational vehicle<br/>Windscreen repair to its main windscreen suppliers where possible. However, the Authority’s<br/>recognises the need to have contracted parties to provide an alternative windscreen roadside,<br/>station or workshop repair and especially a more speedier replacement calibration solution, where<br/>there is no current capacity. Vehicles covered under the arrangement will be of varying designation,<br/>can be marked and unmarked, but need to be treated with the same priority. Note, at Appendix B2<br/>is a list of the EEAST 125 sites so the supplier may be called on to attend either an Ambulance<br/>station or the local workshop. Vehicle fleets will vary in size and composition over time and the<br/>Suppliers will need to be agile to accommodate new vehicle types.

Rapid and Ultra-Rapid Electric Vehicle Charging Points

The Council is looking for a potential Charge Point Operator (CPO) to be awarded a concession contract to fund, install and operate high powered (typically 50kW-350kW) electric vehicle charging infrastructure (EVCI) from 11 locations (x42 bays) across the borough. Harrow’s (Draft) Long Term Transport Strategy (LTTS) 2023 sets out the Council’s ambition to deliver healthy lives and safer streets, vibrant communities for all, greener travel options and to keep Harrow moving and growing. Within this strategy, transport objectives include supporting the borough’s effort around decarbonisation noting that the expansion of publicly accessible electric vehicle infrastructure is a key element of more sustainable travel in the future.
