Description

Warrington Borough Council is establishing a Dynamic Purchasing System (DPS) to procure Specialist Residential and Respite Services for adults aged 18-64 with complex needs. The DPS will provide a flexible and compliant route to secure high-quality placements and support services for individuals with learning disabilities, autism, mental health conditions, dementia, physical disabilities, and/or challenging behaviours.

The DPS will run from 1st March 2025 to 23rd February 2029, with no extensions beyond this date due to legal requirements under the Procurement Act 2023. The estimated total value is £65 million over the DPS term, though this is indicative and not guaranteed.

The DPS is divided into four Lots to match provider capabilities with service requirements:

Lot 1: Specialist Residential Care - In Warrington (long-term care)
Lot 2: Specialist Residential Care - Outside Warrington (long-term care)
Lot 3: Residential Respite - In Warrington (short-term/emergency care)
Lot 4: Residential Respite - Outside Warrington (short-term/emergency care)
Providers can apply for one or more Lots, and new providers can join the DPS at any time. Providers already on the DPS can apply to additional Lots or withdraw from Lots as needed.

Care placements will be awarded through mini-competitions issued to providers within the relevant Lot, with contracts awarded based on quality and price. Services will support individuals to live as independently as possible, promoting dignity, choice, and well-being.

Key expectations include:

Delivery of high-quality, person-centred care.
Adherence to the Care Act 2014, Mental Capacity Act 2005, and Safeguarding Adults legislation.
Compliance with CQC requirements (where applicable).
Safe, appropriate environments supporting individuals' well-being.
Providers will work collaboratively with families, health, and social care professionals to meet individual needs.

Autism Support Service

Autism is one of the fastest-growing areas of need in Birmingham. There are over 4,000 school-aged children with an autism diagnosis across the city, which is a higher prevalence than national averages, indicating a significant local need. In 2022 autism had increased by 25% over three years. Throughout the UK autism prevalence in children is estimated at 1–3% of the population, with recent studies suggesting 1 in 36 children aged eight years have an autism diagnosis. The commissioned service will provide a joint working model within the Trust Early Help Service. The duration of the contract will be for one year, with the option to extend for up to two years (1 + 1 + 1), commencing on 1st April 2026. The contract will be reviewed on an annual basis with a break clause after March 2027, and each subsequent year; with the continuation of the contract based on funding availability and performance. Reopening the Home Care Support Framework (Flexible Framework)

Bracknell Forest Council is reopening the Home Care Framework. The Council is inviting applicants to join the Framework for the provision of home care services. The Framework is used by the Council as a means to advertise, tender and award ‘call-off agreements’ for services that have common characteristics e.g. packages of care. The original framework commenced in April 2022. The framework could be reopened at the Council's discretion. The expiry of the framework term is 30 September 2027. Successful tenderers are anticipated to enter the Framework from January 2026. Once admitted to the Framework, Providers will be able to bid for any packages that are offered to Framework Providers where they are able to meet the Council’s requirements. The service is intended to support individuals aged 18+ who live within Bracknell Forest and meet the eligibility threshold for care and support as set out in the Care and Support (Eligibility Criteria) Regulations 2014 for the Care Act 2014. Individuals will have a range of care needs, including complex and challenging behaviours. The service includes activities such as personal care, discharge to assess and supports the reablement of individuals following hospital admission. Although provision is for 18+ this specific service is primarily and foremost a regulated activity for the 65+, delivered by CQC registered providers. Support to individuals with Learning Disabilities (referred to as ‘Supported Living’ in Bracknell Forest), is provided through a set of separate market arrangements and so is not in scope for this tender.
