These approaches will emphasise renewed partnerships with Global South governments, strengthened multilateral engagement, and smarter use of investments across different sectors and thematic areas (including economic growth, health, climate, and others), to help achieve nutrition objectives alongside other economic, social and environmental benefits. The contract will support FCDO to sharpen its focus on results, while remaining agile enough to respond to emerging opportunities and risks around nutrition.

EMPOWER - Strengthening access to Family Planning (FP) in the Private Sector

The Foreign, Commonwealth and Development Office (FCDO) is looking for a Supplier to deliver the Strengthening access to Family Planning (FP) in the Private sector Component 3 of the Empowering Women for Better Reproductive Health Outcomes (EMPOWER) Programme in Uganda. The wider EMPOWER programme has a Component 3 which aims to contribute to creating a vibrant and self-sustaining private sector market for voluntary Family Planning (FP) services in Urban and Semi-urban areas. This will involve identifying the market segments that can pay for their services and building capacity of Private for Profit (PFP) and Private-Not-For-Profit (PNFP) outlets to provide these services affordably and sustainably. FCDO expects the private sector to play an increasing role in contributing to Uganda's targeted modern Contraceptive Prevalence Rate (mCPR) and to increase the share of FP service delivery covered by other funding sources beyond Government of Uganda (GOU)and donors, including, for example, out of pocket and health insurance. Potential interventions are expected to address both demand and supply factors, and the delivery partner(s) are expected to test and scale up the most appropriate interventions. The Contract is anticipated to commence at the end of April / beginning of May 2025 and run until 31 March 2030. The Contract has the option of further extension for up to two years and three months, if required. The Contract value is up to £3,600,000. The Contract value may increase by up to £1,500,000, subject to evidence of effectiveness of interventions, internal approvals and the availability of funds (see section “Scaling Up and Down”). The increase in value may take place during the initial Contract period or its extension. The budget is exclusive of UK VAT but includes all applicable local taxes. It is the Supplier’s responsibility to establish its taxation position both in the UK and in Uganda to ensure it meets its obligations. The Supplier will be responsible for obtaining any tax and customs exemptions from relevant government authorities, if applicable. Climate Innovation Pull Facility (CIPF) - Facility Manager - Invitation to Submit Initial Tenders

The UK Department of Energy Security and Net Zero is procuring a supplier to manage a new facility - the Climate Innovation Pull Facility (CIPF). Through pull finance, this facility will support innovation, scale up and market building for climate change mitigation solutions for developing country contexts, focusing on innovative clean energy technologies and business models in a small number of specific applications/sectors, where the evidence shows support is most needed. In public innovation financing, "pull mechanisms" create incentives for innovators and other actors by creating viable market demand. They seek to reduce viability gaps and induce innovation by signalling demand for solutions to specific problems. Mechanisms often cited include Advanced Market Commitments, Results or Outcomes Based Financing, Prizes/Challenges, innovation bulk procurements, Contracts for Difference, among others. By contrast, much innovation support has to date utilised "push mechanisms" directly subsidising up-front R&D costs. In terms of climate mitigation solutions, the CIPF will support the development of innovation projects aligned to Ayrton Fund themes: industrial decarbonisation, sustainable cooling, smart energy systems and storage and clean transport Further details of Ayrton Fund thematic challenges are set out on gov.uk. The procurement of this requirement will be in two parts: i) A contract for a Facility Manager to manage the programme and identify, incubate, commission and oversee 6-10 climate pull projects of £10m - £50m each.
