The Council intends to commission portage and short breaks services which deliver age appropriate activities for Children With Disabilities and Additional Needs. Activities will provide a supportive and nurturing service for children and give parents and carers the opportunity to have a break from caring.\r

The provision of a wide range of short break activities for children with disabilities and additional needs will help to support families, give children the best start in life and help children to develop at key life stages. We want to commission services for children with disabilities and additional needs to support positive outcomes in family resilience, social integration and independence. These services should help families to give children with disabilities and additional needs the best start in life and support development through key life stages. They should support children with disabilities and additional needs to be part of their community, to take part in wider activities to achieve positive life outcomes and support independence.\r

The London Borough of Sutton will commission this service in accordance with Regulation 74 of the Public Contract Regulations 2015 (Light Touch Regime for Health and Social Care) allowing the commissioning of this contract by means of a Lot based, Flexible Framework which will be re-opened periodically as detailed within the tender documentation during the 5 year framework duration.\r

It should be noted that it is the Authorities intention to undertake mini competitions for Lots 1 and 3 in the Autumn 2023 and as a result, issue contracts under those Lots for a period of up to five years (i.e. three years with provision to extend for up to two years).

Monitoring of School Attendance of Children and Young People in Care and Children and Young People with an Education, Health & Care Plan (OOC). Wolverhampton City Council (the Council) has a statutory duty to monitor the school attendance of children and young people in care placed in out-of-city independent placements, and for children and young people with Education, Health and Care Plans (EHCPs) attending out-of-city education settings. This duty is primarily governed by the Education Act 1996 and relevant Department for Education (DfE) statutory guidance. To fulfil this responsibility, the Council requires a service provider capable of delivering a robust service for collecting and monitoring attendance data for these two cohorts. The overarching aim is to improve school attendance among Wolverhampton pupils placed outside the city by delivering an effective, responsive, and informative service. This will enable the Council to identify and address poor attendance early, ensuring timely intervention in cases of unauthorised absence. The provider will be expected to achieve the outcomes outlined in the performance indicators and the successful provider is expected to deliver as follows: * Implement a robust and efficient attendance monitoring service that ensures accurate and timely collection of attendance data for all education provisions. * The service should support multiple methods of data acquisition to maximise coverage and reliability. This may include: • Automated extraction of attendance data from education management systems, where integration with the school or setting's system is both feasible and secure, • Alternative communication methods, such as direct phone call with provisions or settings, to ensure attendance data is captured even where MIS integration is not possible.
