City of Doncaster Council (DCD) wishes to commission a Welfare Benefits and Tribunal Service (WBATS) for the whole of the Doncaster area. The primary purpose of this Service will be to support adults with multiple and complex needs who have a disability or long term health condition and their carers with welfare benefits and tribunal representation. The aim is to ensure that these people are aware of and are able to take up their rights to welfare benefits, thereby maximising their income and improving their independence and choice. Claim Form Assistance: Helping complete benefit applications. Providing follow-up casework. Complex Casework: Preparing submissions for revisions, supersessions, or appeals. Tribunal Support: Handling tribunal casework. Providing representation at tribunals.

Administration and Resources for Department of Works and Pensions Initiatives

Birmingham City Council (the "Council") is seeking to appoint an organisation for the provision of administration and resources for Department of Work and Pensions initiatives. Council terms and conditions will be used. To provide the resource that is suitably skilled and experienced and available to deliver the services and provide support (including): • Administration of Housing Benefit and Council Tax support – Assessing and awarding Housing Benefit and Council Tax support for new applications and change of circumstances in line with the DWP Regulations and Local Authority Procedures. • Collection of overpaid Benefit – To recover Housing Benefit which has been overpaid and is recoverable, using the various methods available in line with the legislation. • Administration of Discretionary awards – to assess applications for a discretionary Housing award in line with the H.B and Universal credit guidelines. Resource to be called off by the Council as and when required The providers staff will be trained and provided access to the Council’s system, once NDAs are in place and security checks undertaken. The providers I.T. system needs to be compatible with Citrix Client being employed on their devices

Fund Administration & Disbursement Services DPS

Crown Commercial Service (CCS), as the Authority, are creating a Pan Government Collaborative Agreement for the provision of fund administration and disbursement services. This is to be utilised by Central Government Departments and all other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations. This commercial agreement will be the recommended vehicle for all fund administration and disbursement services required by UK Central Government Departments. We are building on our existing administration services for grants, offering the same services but to broadened fund types including loans, entitlement benefits, hybrid schemes and other not-easily defined funding types. The agreement will be a Dynamic Purchasing System (DPS).
