Description

The South London and Maudsley NHS Foundation Trust has invested in the development of two new clinical buildings, namely Douglas Bennet House & the Pears Maudsley Centre for Young Persons Mental Health. These facilities have allowed for a reorganisation of services, resulting in the Lambeth Hospital site becoming surplus to requirements. The brief was to market and sell the property on behalf of the Trust. The requirement was divided into two stages:

Stage 1:
Manage the scoping, procurement, and project management of site due diligence for the Lambeth Hospital sale. Services included:
- Recommending the appointment of consultants (demonstrating best value to the Trust), coordinating and overseeing all site due diligence and marketing strategy activities. 
- Provide market advice and intelligence to prepare the Property for sale in line with agreed sale objectives, reviewing the information available and collating technical due diligence required to protect enhance value.
- To appraise the project to identify value parameters to assist in setting a clear pricing message.
- To development and coordination of the marketing strategy, attending any workshops, meetings and briefings as required by the Trust.
 
Stage 2:
Sell the site with the benefit of current (or amended) planning consents. Services included:

- To offer the Property for sale as a Freehold development opportunity.
To undertake a far and wide marketing campaign to satisfy Trust governance.
- To manage the preparation of all necessary marketing materials, utilising third party marketing and design agencies as required (and as agreed with the Client).
- Prepare relevant marketing materials.
To present the opportunity to the market with presentations to potential purchaser, undertake site inspections and provide relevant information.
- Act as main point of contact in the market, facilitating discussions, leading the negotiations.
- To provide regular updates to the Client throughout the process and maintain the marketing data room.
- To monitor market performance and advise the Client accordingly.
- To drive value through competitive bidding.
- To invite second round bids, interview and select the preferred purchaser.
- Coordinate and evaluate returns in accordance with pre agreed evaluation criteria.
- Engagement with KPMG to undertake all work required to complete the business case- roles to be agreed
- To negotiate Heads of Terms of sale and liaise with Lawyers through to completion taking instructions from the Client on commercial and legal issues.
 
The contract value consists of a once off contract fee for marketing and due diligence, thereafter fixed percentage basis against the Gross Land Value up to a maximum amount thereafter an incentivised element in addition to the base fee will apply.

Quantity or scope: The provision of quality SFM services to the Defence community is a key enabler of supporting operational capability and supporting the health, well-being, satisfaction, and motivation of Service personnel. The contracts which currently deliver these services, known as HESTIA, consolidated over 70 Multi-Activity Contracts (MACs) and successfully delivered a core set of standardised SFM services to the UK Defence estate through 7 regional contracts. These contracts are currently due to expire in 2026 and 2027. Defence Soft Facilities Management (DEF SFM) will deliver quality and consistent replacement SFM contracts which demonstrate value for money and affordability, whilst meeting current and future requirements. The contracts will also seek opportunities to enhance the ‘Lived Experience’ for the Defence community by incorporating/addressing the opportunities for improvement identified throughout the life of the current contracts, brought about by changes in MOD policy, and in consultation with our customers. DEF SFM contributes to Defence Infrastructure Organisation’s (DIO) commitment to deliver key Defence services by ensuring that Defence continues to Mobilise, Modernise and Transform. The Defence Infrastructure Organisation is seeking expressions of interest, via the completion of the Pre Qualification Questionnaire (PQQ), from Potential Providers (PPs) for managing and delivering the DEF SFM services detailed in this advert. Further information regarding the scope of the contracts can be found at the Regional Information Booklets (RIBs). To ensure a level of resilience, the Authority intends to impose win restrictions in order to manage market share and support DIO service delivery. This means that a minimum of two Industry Providers will be awarded contracts pursuant to this procurement process. Further information regarding win restrictions is available via the PQQ and associated documentation. The DEF SFM contracts are considered transformational and as such the requirements as set out in the SOR may change during the life of the contract. In addition to this it is also possible that some service lines are market tested during the life of the contract, as part of an ongoing Category Management strategy. There is also the possibility that the scope of the contract is increased mid-term due to additional sites being added to the contract or the addition of requirements from PFI contracts that are expiring during the term of the DEF SFM contracts. As part of the PQQ, Potential Providers must confirm acceptance of these points and their willingness to work in a flexible and collaborative way. Failure to do so will result in the potential providers being excluded from the process. Potential Providers must complete the Conflict-of-Interest declaration that will be made available as part of the PQQ supporting documents and to inform the Authority whether they have identified from this review any actual or potential conflicts of interest arising from the Potential Provider or any other identified party’s participation in the procurement. Please note that any incumbent that has been shortlisted to participate in the ITN will be required sign the Ethical Walls Agreement made available as part of the PQQ supporting documents. Failure to do so may result in the Potential Provider being excluded from further participation in the procurement process. The estimated values provided below include the option years as do the estimated values provided for each Lot.
