Description

The named Academic Partners of the University of the Highlands and Islands wish to form a Framework Agreement for the Provision of an External Health and Safety Advisor.
The named Academic Partners of the University are:
- UHI Argyll
- UHI Executive Office
- UHI Inverness
- UHI Moray
- UHI North, West and Hebrides
- UHI Perth
- Highland Theological College
- Sabhal Mòr Ostaig
- Scottish Association for Marine Science
The Framework Agreement is split into two (2) Lots:
Lot 1 – General Health & Safety
Lot 2 – Fire Safety
Each named Academic Partner may join the Framework Agreement at any time during the Framework Agreement, for some this will be when their existing supply Agreements expire; this means that from the beginning of the Framework Agreement, participation may be phased in.

Community Frailty Service (Brent)

Northwest London faces unique challenges in delivering a community frailty service due to its diverse population, significant health inequalities, and a growing elderly demographic. This service aims to provide comprehensive, proactive, and coordinated care to support people with frailty living in the community, ensuring they receive the right care in the right place at the right time. North West London Integrated Care Board is looking to establish a unified, high-quality community frailty service in Brent with the following outcomes and benefits: • Improved Patient Outcomes: Delayed progression of frailty, reduced inappropriate hospital admissions, and enhanced quality of life for people living with frailty. • Cost-Effectiveness: Reduced use of unplanned care and more efficient use of healthcare resources. • Enhanced Patient and Carer Experience: Better coordination of care and increased satisfaction with services provided. The successful Bidder will align the service with national guidelines and best practice guidelines, the NHS Frailty toolkit, the Fit for Frailty Guidelines and the recommendations from the NWL ICB Community Frailty Common Core Offer Framework. As well as: • Build from and consolidate good practice across the boroughs • Improve efficiency, integration between services and provides a more scaled up and consistent offer for community frailty services across the boroughs • Develop an improved delivery mechanism supported by proactive identification, and integrated multi-agency teams to support patients with frailty • Have a greater (and timely) impact on people with escalating risks, with better experience and outcomes and if delivered effectively, overall greater sustainability. • Address the inequality and differential access to services and focus on the right care, at the right place and at the right time. The ICB will be following the PSR Competitive Process. The contract will be for 3 years with the option to extend for a further 2 x 12 months i.e. 3+1+1. The start date of the contract will be 01 July 2026. TUPE may apply to this contract. Milnbank Housing Association - Two Year Gas Servicing and Legionnaires Disease Risk Assessment Contract

The Contract primarily involves Gas Servicing throughout tenant occupied properties within the Dennistoun and Haghill areas of Glasgow. The Contract will also include Legionnaires Disease Risk Assessment’s which will be undertaken to all properties at the same time as each annual gas service. The Legionnaires Disease Risk Assessments will exclude an inspection of water storage tanks and bidders are advised that Milnbank Housing Association have bypassed all common water storage tanks to flats within ownership of Milnbank Housing Association, which are all connected to a mains fed water supply. Bidders are further advised that they will not be required to enter loft spaces (including loft spaces above common close areas) during the contract as Milnbank Housing Association currently have a specialist Contractor who undertakes inspection’s of common water storage tanks to mixed tenure or fully factored blocks. It is also envisaged that any repair or follow up work’s identified by the Contractor’s Legionnaires Disease Risk Assessment’s undertaken during this contract will be carried out by Milnbank Housing Association’s existing specialist Contractor and not the Contractor that is successful in bidding for this opportunity. The Contract duration is two years (twenty-four months) from the commencement date of 1st April 2026 until 31st March 2028, and will primarily include an annual gas service and reactive maintenance (including parts) and Legionnaires Disease Risk Assessment’s to each property, the recording, testing and service to existing smoke, heat and CO detectors. The proposed works may also include the variation unquantified Modelcodes described within Tender Documents 2 (Pricing Matrix) and 6 (Activity Schedule). Subject to satisfactory performance of the Contractor, which will be assessed through measurement of the Key Performance Indicator’s (Refer Tender Document 8) it is intended that the Contract will be further extended annually in twelve months increments up to a maximum of three years and an overall maximum contract period of five years.
