Description

Transport for Greater Manchester (TfGM) wishes to implement a DPS from which TfGM will procure Subsidised Services including but not limited to: Network Bus Services, Subsidised Bus Services, Resource Contracts, Demand Response contracts and Metroshuttle contracts. The DPS will provide TfGM with a selection of qualified operators to supply tendered services in areas where there is a social need that is not served by the commercial bus network.
With this being a Dynamic Purchasing System (DPS) there is no guarantee of any specific amount or type of work being allocated to any of the operators (including the Highest Scoring Supplier).
Please note the tender documents will be made available at https://procontract.due-north.com/ from the 21st November 2024.
All contracts awarded under the DPS will follow further competitions which will commence early 2025.
Only qualified operators that are on the DPS will be invited to participate.

1. Contracted Service Requirements The successful provider will: • Deliver transport to and from Wolgarston High School (ST19 5RX) and The Rural Enterprise Academy (ST19 5PH). • Operate Monday-Friday during term time, for 38 weeks (190 school days) per academic year. • Ensure vehicles meet required capacity (currently envisaged: 70, 52, 52 seats or alternative configuration). • Implement a QR scanning system for pupil tracking and payment validation. This can be supplied by the Trust or included as a separate line item in the tender. • Providers must ensure secure mounting, charging, and safeguarding of the device. 5. Safeguarding Requirements Penk Valley Academy Trust places the highest priority on safeguarding and child protection. Providers must demonstrate robust safeguarding practices, including: • Enhanced DBS checks for all drivers and passenger assistants, renewed in line with statutory guidance. • Letter of assurance provided from the company in line with KCSIE. • Mandatory safeguarding training for all staff involved in pupil transport. • Clear reporting procedures for safeguarding concerns, aligned with the Trust's Designated Safeguarding Lead (DSL). • Vehicle safety standards, including seatbelts for all passengers, regular maintenance checks, and compliance with statutory transport regulations. • Incident management procedures, including immediate notification to the Trust of any safeguarding or safety-related event. Providers must submit evidence of safeguarding policies and compliance with Keeping Children Safe in Education (KCSIE) and relevant DfE transport guidance. 6. Right Not to Award The Trust reserves the right, at its sole discretion, not to award a contract as a result of this Invitation to Tender. AT1454 - Provision of Passenger transport Services

The Council offers travel assistance for SEN Children and Vulnerable Adults between home and school/day care where the social care provision for that individual allows for it. Under the Light Touch regime, an Approved Provider List is being set up to have a pool for vehicles and drivers to assist us with routes. The purpose of the Routes are to transport eligible individuals to and from their chosen destination safely and on time or at a time to suit the needs of the service requirements. This Must be in a provision that is clean, correctly maintained, appropriate to user needs and driven by courteous and respectful drivers who can attend to their specific needs, supported when required by passenger assistants. This Service delivers our statutory requirement to its users and includes transporting children and young people with Special Education Needs and Disability (SEND) assessed as needing transport to and from school/college as well as Vulnerable Adults and/or Vulnerable Children travelling to and from Day Centres, Resource Bases, and/or other establishments as part of their agreed social care provision. This service is subject to local and national pressure to improve assurances to the community regarding safeguarding vulnerable individuals. The overriding consideration for Luton Council is the safety of the children and vulnerable people in our care. Any Provider will be expected to ensure the highest standards in this regard. Providers shall comply with this Service Specification as applicable to each Lot and their relevant Passengers. There are currently 4 Lots included within this Framework Agreement: Lot 1 Ad-hoc Transport Services (adults or children - social care related) Lot 2 Planned Children Transport Services Lot 3 Planned Adult Transport services Lot 4 Routine Medical Transport Services (non-emergency) (adults or children - health related)
