The Authority is engaging a consultant with the capability and capacity to deliver the required cost management services under an enabling contract arrangement through call-offs against the contract.<br/>The contract will initially be for 2 years with the option to extend for a further year.<br/>Services that may be called off from the contract are:<br/>- Provide high level costs for the next financial year's projects to inform the yearly budget.<br/>- provide multiple costings per project instructed through the different RIBA stages, including project spend profiles for the lifecycle of the project.<br/>- Provide tender support for evaluation of commercial tender submissions for the project, including a commercial tender report.<br/>- Provide cost estimates and assessments of Contractor led variations for projects in accordance with NEC4 terms and conditions ensuring value for money.<br/>- Provide training sessions to the PMST team of project leaders around project costings.<br/>- Manage the schedule of costing exercises and provide updates at monthly progress meetings.<br/>- Provide Earned Value Management Information to the project leaders on specific projects, when required.<br/>- Provide post completion spend analysis.<br/>- Provide project management services (Project Managers with NEC4 experience) for projects if required.<br/>The estimated total value of this contract is based on historic data and includes the possible optional extension year, though it should be noted that the Authority cannot guarantee that call-offs over the term of the contract, and any allowable extension, will amount to the estimate as this will rely entirely on project throughput.

Project Management re. Brooksby Building BACS additional works

The contract is for a single supplier to provide Project Management in relation to the Project Management Brooksby Building BACS additional works Project at The Pirbright Institute, Ash Road, Pirbright, Surrey, GU24 0NF. The Brooksby Building at The Pirbright Institute (Pirbright) will be a high containment large animal facility for work on high consequence pathogens such as foot-and-mouth diseases virus (FMDV), when fully operational in 2026. As part of the post-construction 'Day 2' works there is a requirement to carry out additional works to the Building Automation and Control System (BACS) within the Brooksby Building to ensure it is fully aligned with the primary system used across the rest of the Pirbright site. The following packages of work have been funded and will be procured by Pirbright, with technical support from the Project Manager, and will require on-site project management to ensure all interdependencies, risks and issues are managed appropriately for the duration of the project: • Recategorisation of BACS alarms to align with Pirbright site standard and integration to Pirbright Alarm Management System (AMS) of all BACS alarms within Brooksby (Work Package 1) • Provision, installation, testing and commissioning of an additional 140 no. (approx.) BACS Input/Output Alarm Points (Work Package 2) The Scope of Services for this contract is as follows: - Full Project Management to include: - Management of programme for packages of work listed above - Management of sub-contractors, these will be appointed directly by The Pirbright Institute - Management of interdependencies - Principal point of contact for the project, liaising with internal and external stakeholders as required - Reporting: Production of Project Highlight Report on a monthly basis, on Pirbright template document - Responsible for ensuring project benefits are realised - Management of project budget - Responsible for monthly cashflow forecast reporting - Proactive management of project risks and issues, owner of Project Risk Register and Issues Register - Regular site attendance to ensure project is progressing as per programme - Quality Assurance - Site attendance at monthly Project Board meetings - Handover of all documentation in line with Pirbright Project Information File (PIF) structure. Cost Consultant / QS - Accrington Market Chambers

Hyndburn Borough Council (HBC) is currently in the Development Phase of a round 1 application to the National Lottery Heritage Fund which will focus on the redevelopment of the 19th century listed Accrington Market Chambers (AMC) to create a new Heritage Museum, with the community, for the community. HBC wishes to appoint a suitably qualified and highly experienced Cost Consultant/Quantity Surveyor (QS) to work with the Architect-Led Design Team, Exhibition Design Specialist, and Project Manager on the Pre-development, Development, and Delivery Phases - RIBA 2 to RIBA 6. This shall be in accordance with the RIBA Plan of Work 2020. RIBA Stage 1 design has been completed. The firm appointed to this QS role will be managed by HBC as Project Manager. There will be a primary point of contact in the QS team to ensure effective communication with the Project Manager. Other key roles are the Architect-Led Design Team and the Exhibition Design Specialist. The Project Manager will co-ordinate input from the AMC core project team. The deliverables for the project are: • Production of fully itemised Cost Plans for the Capital Works and production of relevant procurement documents. • Contribution to National Lottery Heritage Fund Delivery (Round 2) grant applications; experience of a National Lottery Heritage Fund capital project is required. • Assistance in procurement of Principal Contractor and delivery of Capital Works project. • A Management & Maintenance Plan Evaluation of the project on completion. Contribute to relevant post-completion activities, such as production of operation and maintenance manuals, lessons learnt exercises, community events, and so on. • Contract Administration during RIBA 5 (dependent on main works contract chosen. Contract type TBC). Subject to satisfactory performance and funding being secured for the Delivery Phase, the Cost Consultant may also be commissioned, through this same tender process, to work with the Project Manager and design team to deliver the implementation of all building works, including service installations from initial concepts through to completion and handover. If successful, work undertaken in the Delivery Phase will include: • RIBA Stage 4 Cost Plan. • Contract administration of the Capital Works Project up to completion and handover at RIBA Stage 6. • RIBA Stage 5 and 6 cost management duties, including Valuations and Final Account.
