Description

The Foreign Commonwealth and Development Office ("FCDO") is undertaking a Major Compound Remodel and Refurbishment Project at the British Embassy, Tokyo. This includes: remodeling and refurbishment of the Embassy office (the "New Building") to provide a modern, fit for purpose and first class flexible working environment; refurbishment of the Residence to reflect its historical and political significance; and the remodeling and refurbishment of the Chancery Building as a hosting venue and conference centre for representational events.

The FCDO has disposed of excess land within the compound of the British Embassy, Tokyo, and intends to refurbish all elements of the remaining compound in a phased approach.

The project scope of works is:
- Remodel and refurbish the 'New Building' Embassy office building to accommodate all staff on the compound;
- Refurbish the Ambassador's historic Residence;
- Accessibility and sustainability improvements throughout the compound
- Remodeling of the Chancery Building to become a hosting and conference centre.
- Refurbishment of guardhouses, garage block, plant rooms.
- Creation of new gym / sports facilities and staff clubhouse
- Works to ensure seismic compliance for the boundary wall, especially on the northern boundary of the site.

The FCDO awarded a Contract to Currie and Brown UK Limited to deliver the following elements of the Project:

-Project Management and Cost Management services, including building contract production and administration, for the RIBA 4 to RIBA 7 stages.

The initial appointment for the Consultant will be for Phase 1 of the Major Compound Remodelling and Refurbishment Project, Tokyo, Japan with a completion date of 31 July 2027. The Contract includes the option to appoint the Consultant to deliver services for Phase 2 and Phase 3 of the project and extend the contract term accordingly. The FCDO reserve the right to enact these options under the Contract. The Total Contract Value is £2,139,016.24 for Phases 1-3, excluding expenses.

Please note that the Contract term allows for a 52 week defect period. 

The Procurement Process run was in accordance with the Open Procedure under Regulation 27 of the Public Contracts Regulation 2015.

Project Management re. Brooksby Building BACS additional works

The contract is for a single supplier to provide Project Management in relation to the Project Management Brooksby Building BACS additional works Project at The Pirbright Institute, Ash Road, Pirbright, Surrey, GU24 0NF. The Brooksby Building at The Pirbright Institute (Pirbright) will be a high containment large animal facility for work on high consequence pathogens such as foot-and-mouth diseases virus (FMDV), when fully operational in 2026. BACS Input/Output Alarm Points (Work Package 2) The Scope of Services for this contract is as follows: - Full Project Management to include: - Management of programme for packages of work listed above - Management of sub-contractors, these will be appointed directly by The Pirbright Institute - Management of interdependencies - Principal point of contact for the project, liaising with internal and external stakeholders as required - Reporting: Production of Project Highlight Report on a monthly basis, on Pirbright template document - Responsible for ensuring project benefits are realised - Management of project budget - Responsible for monthly cashflow forecast reporting - Proactive management of project risks and issues, owner of Project Risk Register and Issues Register - Regular site attendance to ensure project is progressing as per programme - Quality Assurance - Site attendance at monthly Project Board meetings - Handover of all documentation in line with Pirbright Project Information File (PIF) structure. A Sample PIF is attached in Appendix E1B.
