The Housing and Support Solutions service is the provision of care and support that \r
enables a Person to maintain their independence in a Supported Housing setting (Lot 1),\r
or through peripatetic Support Solutions (Lot 2) in the community.\r

The Council and the ICB are seeking a person centred approach to Service delivery, ensuring that People aged 16 and over are assisted to live a good life and achieve their personalised outcomes. Although the Services are available to anyone aged 16 and over assessed as eligible for health and/or social care services, the primary focus will be young people and working age adults aged 16-64 years with needs related to a learning disability, autism, physical disability, mental \r
health and / or complex needs.\r

The intention is to improve access for individuals to good quality housing options and the right types of care and support, in the right place, at the right time.\r

Tender for Strategic Partner: Delivery of Residential and Nursing Care in Gloucestershire County Council Estate.

Gloucestershire County Council are seeking interest from suitably qualified tenders from the market to enter into a Master Service Agreement (MSA) for the delivery of Residential and Nursing care services. The Procurement is being run by the Council on behalf of itself. The Council will act as the sole lead organisation throughout the Procurement and for management of the Contract. The ITT has been developed to achieve the selection of a single provider to enter into a Master Services Agreement (MSA) (referred to as the "Contract" throughout this ITT) for the delivery of residential and nursing services at Council homes (the "Services"). The Council is using the competitive flexible procedure under S20(2)(b) of the Procurement Act 2023. This Procurement provides for: a) the selection of Suppliers to submit an Initial Supplier based on the conditions of participation as set out in the Procurement Specific Questionnaire (see Appendix H) such that only those Suppliers who meet the conditions of participation are invited to respond to the Invitation to Submit an Initial Tender (ISIT); b) an intermediate stage involving the submission of a response to the ISIT, evaluation of all responses and only those three Suppliers whose responses to ISIT achieve the highest scores proceeding to the next stages of the Procurement; c) a dialogue stage with the same three top-scoring Suppliers to discuss approaches the specific aspects of the requirement such as the staffing mix, governance arrangements and pricing; d) a final stage involving the submission of a Final Tender in response to the Invitation to Submit Final Tenders (ISFT), evaluation of all responses to the ISFT and the award of the Contract to the Supplier whose Final Tender achieves the highest score.
