Cumberland Council has various sized Extra Care Housing schemes within its area. The extra care schemes are made up of self-contained units which comprise of a lounge, kitchen, bathroom and 1 or 2 bedrooms. Each scheme will have a communal area such as a lounge, café, or activity room. Extra Care Housing Schemes provide an onsite care team 24/7 to ensure the care and support for people residing within the schemes in Cumberland can meet planned and unplanned assessed care needs to enable people to live as independently as possible. The care and support needs to be flexible, responsive, and able to provide non-scheduled support to people as required.  Refer to the service specification at schedule 2 for further details.\r

The council proposes to enter into the framework agreement for an initial period of FOUR years with the successful tenderers.\r

There are TWO optional extensions of up tp 12 months each.  These optional extensions are at the complete discretion of the council.  If these optional extensions are used, the framework will end on 31st July 2030.\r

The estimated total value of the Framework for the initial term is £7,700,000 excluding VAT.\r
The estimated maximum value of the Framework for the four year initial term, plus the two optional 12 month extensions based on current support requirements is £12,800,000 excluding VAT.  \r

Extension and uplift amounts are indicative only and the council does not guarantee these at this stage.  Any extensions / uplifts will be confirmed with successful providers. \r

Buckinghamshire Council is seeking a single provider to deliver care and support into four residential establishments in Buckinghamshire through a block contract. 1. The remaining 14 beds are available for the Provider to use at their discretion. Providers must be registered with the Care Quality Commission (CQC). The Provider must have a good track record and be rated by CQC as ‘Good’ or above in 50% of their registered service portfolio or be registered as ‘Good’ or above if they only have one other service. There will be a lease between the Registered Landlord and the successful Provider. The Council is of the opinion that TUPE may apply. The Contract will start on 8th December 2025 for a period of 10 years. There is an option to extend the contract for a further period of up to three years (36 months).
