UKRI-4453 BAU Professional Services Framework

The purpose of this Prior Information Notice (PIN) is to inform the market of a potential opportunity to participate in a construction and estate maintenance related professional services framework to support various building and civil engineering projects as part of the Business As Usual (BAU) requirements at the Science and Technology Facilities Council (STFC). The STFC intends to engage with potential providers through a Preliminary Market Engagement (PME) event and subsequent PME activities. The publication of this early engagement opportunity is a voluntary publication and does not represent a commitment by the STFC to initiate, run or complete a full procurement competition in relation to a contract for the services described. The STFC is a world-leading research and innovation organisation, with a unique role within UKRI. UKRI is a non-departmental public body sponsored by the Department for Science, Innovation and Technology (DSIT). The STFC is responsible for hosting and operating many of the UK's largest multi-disciplinary research facilities which are essential to delivering UKRI's collective ambitions. STFC are looking to establish a construction-related professional services framework to serve the Business As Usual (BAU) requirements at some of the major facilities listed below - STFC Harwell Campus, Oxfordshire The Cosener's House, Abingdon, Oxfordshire Chilbolton Observatory, Stockbridge The following professional services capabilities are likely to be part of the framework requirements: Quantity surveying Cost management/ Cost modelling Project management Engineering services, for example civil, structural, electrical Planning support and advice Technical design Environmental and sustainability services Feasibility study Architectural and design services The exact Lotting strategy is expected to be finalised after the completion of this market engagement exercise. UKRI will be holding two Supplier Engagement Sessions at the Rutherford Appleton Laboratory site on the following dates: 05 December 2024 and 09 December 2024. The sessions will last no more than 3 hours and a maximum of two attendees from each supplier organisation to register for the sessions (start time to be approx 10am, and will be confirmed). Suppliers will have the opportunity to confirm which Engagement Session they will be able to attend (the same information shall be presented on each day). Land & Structural Condition Monitoring

The Coal Authority requires a service provider who can design, install and analyse data from Monitoring devices for use with Buildings or Landscapes which may be subject to Movement. We will also require the interpretation of this data in order to enable us to advise if movement is due to the impacts of historic mining or some other cause. On occasion these services will need to be deployed at pace in order to establish if there is a need for residential evacuation. We also require that appointed organisations act as an expert witness should any situations arise where our judgement is called to a tribunal. It is intended that Lot One will mainly be used our our Public Safety and Subsidence department for the monitoring and analysis of Structural damage caused by Historic Coal Mining. Other departments and permitted bodies may also make use of the Lot. It is intended that Lot Two will mainly be used our our Tips Response department for the monitoring and analysis of Landscape damage caused by Historic Coal Mine Tips. Other departments and permitted bodies may also make use of the Lot.
