Bournemouth Christchurch and Poole (BCP) Council is looking for interested parties to operate the exhibition space in Westover Gardens, Bournemouth - known as the Art and Makers Market. Providing individual pitches at a reasonable cost, for hire where artists, photographers, musicians, crafters, jewellers and other creative pursuits, can sell their goods to visitors.

The Art and Makers Market, formerly known as Pine Walk Open Air Art Exhibition, has been open for over 60 years. It was previously owned and operated by BCP Council, with an artist/exhibitor currently managing the daily operations under a management agreement.

We are looking to enable the art community and the Westover gardens community to provide this exhibition space going forward for both the operation and maintenance.

The anticipated start date of the contract is November 2024. The contract will be for three years with the option to extend annually for a further two years (3+1+1). Therefore, if all extensions were taken the full length of the contract would be for five years.

The supply of primary and secondary physical education equipment, swimming equipment, fitness equipment, outdoor leisure and games, and mats to be supplied direct to customer establishments and to the ESPO distribution centre. In addition, ESPO will use a Credit Reference Agency to provide information on Tenderers. Where the Credit Reference Agency assigns the Tenderer a score indicating higher than moderate financial risk, ESPO will give further consideration to the financial information and financial stability of the Tenderer. If ESPO has any reasonable cause for concern in relation to this information that cannot be reasonably resolved then this could give rise to the tender being rejected. This contract will contain a contract monitoring clause which will require suppliers to ensure that there is no material detrimental change in their financial standing and/or their credit rating (as determined by use of a Credit Reference Agency). Requirements Reserved for Supported Businesses Dynamic Purchasing System (DPS)

The Scottish Government is establishing a collaborative Dynamic Purchasing System (DPS) for Requirements Reserved for Supported Businesses. A key objective of this DPS is to continue to provide the Scottish public sector and third sector bodies a straightforward, flexible route to market for a range of goods and services provided by supported businesses and in doing so, support the integration of disabled and disadvantaged citizens into the mainstream workforce. The DPS will be on a single Lot basis that will hold a wide range of goods and services provided by supported businesses. Descriptions of these goods and services and any subsequent categorisation will be provided via publicly available guidance documentation. Potential participants must complete the SPD (Single Procurement Document) held within PCS Tender and meet the minimum entry criteria to participate in the DPS. Participants must also complete within this SPD, Annex A to this Dynamic Purchasing System which requests confirmation from bidders on their meeting of the reserved contract criteria described as the ‘two part test’ introduced by European Directive 2014/24/EU and given effect in Scotland through the Public Contracts (Scotland) Regulations 2015, Section 2, Regulation 21.
