*This is a Contract Award Notice* It is Hyde’s intention in respect of this invitation to tender to appoint a framework of consultants, divided into lots, to provide a range of consultancy services (Employers Agent, Architectural Services, Principal Designer (CDM), Clerk of Works, Planning Consultant and Fire Engineer) to THG (The Hyde Group) and other third-party framework users. The consultancy services provided via the framework will primarily support the delivery of new homes. Successful consultants will be appointed via a Framework Agreement.

Consultancy Services – HV/LV Electrical Infrastructure Survey and Short-Term Resilience Works, Princess of Wales Hospital

Cwm Taf Morgannwg University Health Board (CTMUHB) is seeking to appoint a Lead Consultant to undertake a comprehensive survey, assessment, and prioritised upgrade plan for the High Voltage (HV) and Low Voltage (LV) electrical infrastructure at the Princess of Wales Hospital, Bridgend. The hospital’s existing electrical infrastructure, dating from approximately 1985, contains several single points of failure across both HV and LV systems, including ageing switchgear, insufficient resilience, and limited standby generation capacity. The appointed consultant will be required to carry out a full technical survey of the HV/LV network, standby generators, and associated infrastructure; identify risk-critical defects; and develop high-level costed solutions aligned with Welsh Health Technical Memoranda (WHTM). Following the survey, the Lead Consultant will act as Lead Designer to develop and deliver approved short-term works aimed at improving resilience and reducing the immediate risk of supply failure. Duties will include preparation of design specifications, contractor competence assessment, tender documentation, project management, contract administration, site supervision, and oversight of testing and commissioning. The scope covers pre-contract services through to completion and defects-period support. The consultancy team is expected to include Electrical Engineering (lead), Architectural, Structural/Civil, Fire Engineering, Project Management, Cost Management, and CDM Principal Designer services. Tender submissions will be evaluated on a 60% price and 40% quality basis. Bidders must demonstrate relevant healthcare project experience, provide CVs of key personnel, and evidence delivery of similar engineering and infrastructure resilience schemes. A site visit is strongly recommended prior to submitting a fee proposal.

WYCA - 22 Stations - Design Development - Site survey of 22 stations along with associated design activities in line with the below: •Development of a detailed Bill of Quantities (BoQ) aligned with the specific standards and requirements detailed in this tender. Compile of a complete set of B of Q’s highlighting all works & materials required broken down by station. •Production of design proposals that clearly illustrate the proposed interventions at each station, including layouts, General Arrangement and locations of proposed key features such as accessible toilet pods, step-free routes, compliant signage, and tactile surfaces. •Pre-feasibility. Option selection. (GRIP 1-3)* •As part of the work the reliability and maintainability of equipment is to be considered. •The work should consider extent of station lease boundary, and any changes required to accommodate the works. Any access permits/ consents will be obtained by the PC i.e. listed building & LLC. •All required legislation and applicable standards to be identified and compliance to be evidenced. •It is to be assumed there will be a need to involve Network Rail ASPRO therefore it is for the Contractor to provide a fee for attendance to design review meetings, IDC Meeting in accordance with NR/L2/CIV/003 standards. * •All utility requirements such as water, sewage and power are to be considered. •Ensure that all relevant proposed access and egress routes from any new equipment installed are to be DDA compliant. •Review of current access and entry routes ensuring they are compliant with DDA requirements.
