This Contract Award Notice is to confirm that the Accelerated Open Procurement has concluded with the award of a contract to Ernst & Young LLP.
 
Brief Description of Requirement
 
DESNZ has sought a provider (the 'Client Partner') to support with the design of a new domestic energy efficiency retrofit scheme, in both resourcing and technical capability. The Client Partner's responsibilities include, but are not limited to:
 
- A mature intelligent client capability;
- Provision of and identification of key sources of intelligence in the supply market;
- Resources to provide policy and market engagement support;
- Relevant programme design and project management expertise; and
- Experience of working in concurrent and iterative design workstreams.
 
The Client Partner will help design the Target Operating Model (TOM) and supporting business processes, in line with the policy intent and eligibility criteria of the scheme, meeting current prevailing government standards and applicable regulations. This requirement is not exhaustive and may include additional work packages as the design of the scheme matures.

A key part of the new Government's mission to kick-start growth is a commitment to building an inclusive and thriving labour market where everyone has the opportunity of good work, and the chance to get on at work. This will improve living standards and ensure funding for vital public services. It is also central to delivering on missions to break down the barriers to opportunity, and to improve the health of the nation. The funding provides a coherent, systematic and joined up approach to maximise the benefits available for individuals and local communities. Connect to Work will support the wider development of locally planned systems to drive growth, working jointly with the Government. It will be an important strand in local plans to tackle inactivity and expand employment opportunity. By encouraging join up between health systems and employment support, Connect to Work will support those, primarily, currently outside the workforce and facing greater labour market disadvantages, to stay in work and get back into work. In turn, supporting the Government's ambition for a more inclusive economy, supporting local people to realise their potential and supporting local and national growth.

Fund Administration & Disbursement Services DPS

Crown Commercial Service (CCS), as the Authority, are creating a Pan Government Collaborative Agreement for the provision of fund administration and disbursement services. This is to be utilised by Central Government Departments and all other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations. This commercial agreement will be the recommended vehicle for all fund administration and disbursement services required by UK Central Government Departments. We are building on our existing administration services for grants, offering the same services but to broadened fund types including loans, entitlement benefits, hybrid schemes and other not-easily defined funding types. The agreement will be a Dynamic Purchasing System (DPS).
