This mini competition is to encompass the retendering of 1 enhanced DDRT (Digital Demand Responsive Transport) service in East Surrey.  
      
      Currently 6 services are operating in Surrey and the requirement is for Surrey to have an increased number of travel opportunities making DDRT available to a greater number of Surrey residents. 
      
      The contract is the operation of the Surrey connect DDRT bus service in the Surrey East operating area, for up to six buses and a booking call centre. Surrey connect is a digital on demand bus service, known as a Digital Demand Responsive Transport solution, that is available in Surrey which enables residents to book a convenient bus journey when they need it, up to 7 days in advance or 30 minutes before you travel. It has been rolled out to improve access to sustainable travel where fewer traditional bus services are on offer. This service can help people who may be isolated due to their location and those who have had to traditionally be heavily car dependent. 
      
      We tendered 2+1-year contracts in January 2024 via the Public Bus Dynamic Purchasing System for operators to run the services on the behalf of SCC in 4 main areas: Surrey North, Surrey Southwest, Surrey Central and Surrey East. We successfully awarded 3 of the 4 areas but are retendering Surrey East due to the bids we received being incompatible with our requirements. We have adjusted the scope to allow for diesel buses in the first year of the contract, due to the lack of charging options in Tandridge.

MBC - Invitation to Tender For the provision of Commercial Waste Services

In response to the recent introduction of the Simpler Recycling 2025 legislation, Maidstone Borough Council (MBC) conducted a comprehensive review of its waste collection and disposal arrangements. This assessment underscored the necessity for appointing a qualified service provider who can support the Council’s evolving waste management strategy, particularly in enhancing recycling rates across its operational estate and reducing Scope 3 emissions associated with staff and leisure facilities. As such, MBC has been assessing the Council’s waste output on a monthly basis, generating internal and external actions to assess weights and volumes of general waste versus recycling streams. Tenderers are expected to offer this service in the form of a report, alongside general key performance indicators. It should be noted that certain locations are excluded from this contract, including parks, public litter collections, industrial units, and properties under full leasehold arrangements. The Council’s current waste management contract is due to expire in February 2026. MBC is therefore seeking to procure a long-term solution through this tender process, with the objective of ensuring a seamless transition and continuity of service, without any interruption to collections. Furthermore, MBC will be undertaking a significant refurbishment of its main office premises- Maidstone House and The Link (MBC01)- in spring 2026, which will involve a phased programme of floor closures between May- December 2026 (final dates subject to final programme by Main Contractor). It is imperative that prospective suppliers demonstrate flexibility and adaptability in service delivery throughout the contract term, as the Council reserves the right to amend the scope of services in response to operational requirements.
