The British Council, the UK's international organisation for cultural relations, is seeking a partner to help quantify its full economic impact and enabling value for UK trade and prosperity. Gaining this insight and making it explicit is a vital step in demonstrating a key part of the British Council's value proposition around providing value for the UK. 
      
      The favourable conditions and enabling environment that the British Council creates is evident in its activities that build people's skills, facilitate partnerships and networks, provide showcasing opportunities, promote UK exports, and advocate for UK standards and best practises. The objective of this analysis is to rigorously examine the scale and mechanisms through which the British Council contributes to these outcomes, generating insights to inform future strategy, programme development, and service delivery. This project will develop frameworks to quantify the value it delivers across the identified enabling areas and through spending-related activities.

The National Measurement System (NMS) provides the UK with an infrastructure of laboratories that deliver world-class measurement science and technology and provide traceable and accurate standards of measurement. OVAWG Secondary Data Analysis and Literature Review

Ofcom has a requirement for secondary data analysis and an academic-style literature review relating to one or more of the following research areas: a) The relationship between online and offline VAWG, recognising that online violence is often the manifestation of offline violence. b) Niche websites, particularly in relation to pornography. c) Perpetrator research, particularly in relation to motivations and mitigations, including online and offline media literacy interventions. d) Technology abuse in the UK, specifically, more granular data about which technologies and functionalities are used to facilitate abuse and whether there are patterns with particular platform usage. e) How gender-based abuse is affected by individual vulnerabilities, including attitudinal and experiential characteristics, as well as demographics. This would include the need for more nuanced tools to explore intersectionality (not just frequency data). f) International perspectives on the extent to which experiences and practices in the UK echo or differ from those in other countries, to inform policy in relation to standardisation. Tenderers may bid for either or both of the following Lots: Lot 1: Secondary data analysis This involves quantitative and/or qualitative analysis and associated write-up of one or more defined data sets, either from public sources or those sourced by the Provider, to provide insight into the research areas defined above, and produce a report on the results (of between 15,000 and 20,000 words). Up to two contracts will be awarded under Lot 1. The estimated value per contract is in the range of £9,000 to £12,500 ex VAT. Please note that, whilst not the only criterion, pricing is a key element of our evaluation criteria. Please also note that payment will be incremental, on delivery of the core deliverables set out in C20242113 - Appendix 4 - Pricing Schedule. Lot 2 Academic-style literature review Each review should comprise an evidenced-based, well-referenced literature review, of between 20,000 and 25,000 words, that meets the research areas identified above. We expect the work to draw upon existing knowledge, research, and analysis on these topics, ensuring that the literature review is original and has not been previously published. Up to three contracts will be awarded under Lot 2. The estimated value per contract is in the range of £3,000 to £5,000 ex VAT.
