Description

The Council invited tenders for the supply of services in respect of a Primary Delivery Point for Green Waste. This may be a facility where the Council’s Green Waste will be treated, or this may be a facility where the Council’s Green Waste will be bulked up for onward haulage to a Secondary Facility where it will be treated.
The Council’s Waste Collection Contractor collects organic garden waste from 240 litre wheeled bins from the majority of Rutland households, i.e. excluding properties where waste collections are from larger communal bins and a very small number of properties where waste collections are bagged. For the purpose of this Agreement, all such organic garden waste is defined as the Council’s Kerbside Green Waste.
The Council suspends its Kerbside Green Waste collections for:
a. three weeks in each December; and
b. two weeks at the start of each January; and
c. two weeks at the start of each February.
The Council’s Kerbside Green Waste will be directly delivered to the Delivery Points in refuse collection vehicles, with the Council’s Kerbside Green Waste being subject to compaction.
The Council also accepts organic garden waste at two Household Waste Recycling Centres (HWRCs). For the purpose of this Agreement this material is defined as the Council’s HWRC Green Waste.
The Council’s HWRC Green Waste will be delivered to the Delivery Points in ‘roll on roll off’ containers, with the Council’s HWRC Green Waste sometimes being subct to compaction.
Both the Council’s Kerbside Green Waste and the Council’s HWRC Green Waste shall be collectively defined as the Council’s Green Waste.
The Council’s Green Waste will be subject to seasonal variations in waste flows.
Materials excluded from the Council’s Green Waste material, which will be considered Residue, are:
a. significant volumes of aggregate/inert waste/rubble;
b. food waste (excluding windfall fruit);
c. plastic e.g. garden furniture, plant pots, plastic bags;
d. significant volumes of soil;
e. significant volumes of turf; and
f. any other materials not referenced under the definition of Green Waste.

If any additional vehicles are required at the commencement of the Contract, the Contractor will provide and fund these in line with the provisions contained within the Contract and associated schedules. Where vehicles require replacement during the Contract Period, the Contracting Authority will assess which party is best placed to fund the vehicles. Provision of Depots: The Contracting Authority will provide the Service Provider two waste depots and various small street cleansing depots. Details of the Depots are included in the Tender Documentation and their use is mandatory. The services are central to fulfilling the Contracting Authority’s statutory obligations under the Environmental Protection Act 1990, supporting the London Environment Strategy, and delivering Westminster’s Fairer Westminster and Net Zero commitments. Preliminary Market Engagement: The Contracting Authority issued a Preliminary Market Engagement (PME) notice through the Find a Tender Service (2025/S 000-037841) on 7th July 2025 to test market appetite and gather supplier insight ahead of the forthcoming procurement. As part of this process, the Contracting Authority published background information on the scope, scale and objectives of the future contract and invited organisations to register their interest, submit questions and participate in engagement activity. The Authority then held a structured market engagement event for all interested suppliers, outlining requirements, strategic aims and expected procurement approach. In addition, the Contracting Authority conducted a series of one-to-one sessions with suppliers who requested deeper discussion, allowing the Contracting Authority to test feasibility, explore delivery models and understand market capability. Insights from these engagements have been used to refine the strategy and ensure the requirements are commercially realistic and deliverable. Hertfordshire County Council is currently out to procurement for the Provision of Treatment of Street Sweeping Arisings 2026 – 2030. The Council will procure this contract using the Open Procedure as defined in the Procurement Act 2023 The Waste Disposal Authority (WDA), Hertfordshire County Council, is responsible for arranging the disposal of all waste collected by Hertfordshire Waste Collection Authorities (WCAs), under their duties and powers defined in the Environmental Protection Act 1990, along with waste collected at Household Waste Recycling Centres (HWRCs). This responsibility includes the disposal of Street Sweeping Arisings (Approved Waste), and Hertfordshire County Council is seeking an alternative treatment process that enables diversion of Approved Waste away from the residual waste stream for the ten (10) WCAs’ separately collected material.
