The commission is to provide, the following
• An evidence base to inform future MDC Town Centre Neighbourhood investment decisions. 
The evidence base is to be provided in a format which can be updated by MDC
• Detailed report presents the findings of the evidence, 
o Identifies opportunities
o Identify risks and constraints
o Provide options analysis and preferred options for development
o Provide options analysis and recommendations for delivery models
o Recommendations for investment
• Presentation of findings to the MDC Officers and Board
