Description

Under the Light Touch Regime, the Council has designed its own procedure. The contract opportunity is divided into five lots which reflect the Services to be delivered under the Platform. The Lots are 1. Home care; 2. Live-In Care, 3. Continuing Health Care (CHC) and Complex Care for Adults and Continuing Care (CC) and Complex Care for Children; 4. Bridging Services; and 5. Extra Care.

This notice advises of the successful providers that have been added to the platform to date. Further notices will be published as new providers join the platform.

There is no limit to the number of providers who can be awarded onto to the Platform insofar as the requirements of the Authority are met.

To provide the ability to commission in the future, the Council may choose to add additional Lots onto the Platform during its lifetime. These lots may include Reablement, Intensive Bridging or similar described services.

New and existing Platform providers can apply for any additional lots under the Platform Agreement.
The Authority reserves the right to modify the platform during its operation.

The Authority also reserves the right to terminate the operation of the platform at any time. Please refer to the Tender documents for further information.

Trafford Council is looking for a service to help roll out 'Stopping the start: The Government's Plan to Create a Smokefree Generation' . In October 2023, it was announced by Government that additional grant funding would be awarded to support local authority lead stop smoking services. The defining features of the service are: • The ability to identify and engage people who smoke and are living within Trafford. • The ability to deliver smoking cessation interventions to the population with the overall aim of reducing smoking rates. Trafford Council have already commissioned targeted projects for: • Care Leavers • Criminal Justice/Probation Service Users • Substance misuse clients • Homeless community • Unpaid carers In our third round of applications, with this funding, we are hoping to target the following population groups: • Deprived communities (targeted geographies in Trafford) • Gypsy, Irish Traveller and Roma Communities • Employers with higher smoking rates i.e. route and manual workers • Wider groups. Any other group you can show has higher smoking (or other tobacco products) rates than the general population Trafford Council is looking to target as many of these groups as possible and will look to allocate funds in a way that allows the maximum number of groups to be targeted. This includes non-profits, charities, social enterprises, community interest companies or other organisations that prioritise social impact over profit. Domestic Abuse Intensive Family Support

Domestic abuse is a serious issue, both nationally and locally. The complex nature of domestic abuse and the associated harm and inequalities it creates - including mental and physical ill health, homelessness and unemployment - has a drastic, negative and long-lasting impact upon the safety, health and wider life chances of families. The Trust’s vision is to build a Trust that provides excellent social work and family support for and with the city’s most vulnerable children, young people and families. The commissioned service will work with between 5 and 10 families affected by domestic abuse by providing intensive support over a period of up to two years. The expectation is that the Provider will work with the whole family including survivors, perpetrators, children and the wider family support network. The Provider will support in reducing domestic abuse in Birmingham and will ensure that the needs of children are being met in the home. Families will be identified during mobilisation and, once consent has been sought, information will be shared with the successful Provider within the first week of the contract. It is expected that the Provider will review the shared information around suitability and work will begin with families within the third week of the contract. The Provider is expected to engage in transparent and collaborative discussions with the Trust to determine the appropriate level of support for each family. Should it be assessed that a family does not require intensive intervention and the service is therefore deemed unsuitable, the Provider will promptly commence work with a new family. The work will be evaluated for impact and outcomes for the family. Service activity • work with families identified by the Trust • provide intensive support to families for up to two years (minimum of one session per week initially (the ongoing level of appropriate contact can be discussed with the social worker) and become the lead professional for the family at the appropriate time • provide weekly written progress updates to the allocated social worker and attend and actively participate in Child In Need (CIN) / Child Protection (CP) / core group meetings where appropriate /multi-disciplinary case supervision • evidence how risk is assessed and managed in safety planning throughout the duration of involvement with the family • escalate immediate safety concerns to the allocated social worker • refer to other specialist services where appropriate • provide comprehensive exit strategies to families at the point of closure • provide support to families in stepping down to universal services • support in the prevention of non-family care arrangements This service is a pilot, and the duration of the contract will initially be two years with the potential to extend for two years (1 + 1), beginning 2nd February 2026. The contract will be reviewed on an annual basis with a break clause after January 2027, and each subsequent year; with the continuation of the contract based on funding availability and performance. DoJ - Providing and Managing a 24 Hour Domestic and Sexual Abuse Helpline

The Department of Justice, Department of Health and Department for Communities are committed to supporting individuals impacted by domestic and sexual abuse across Northern Ireland. As part of this commitment, the departments are initiating a re-procurement process for a 24-hour Domestic and Sexual Abuse (DSA) Helpline, recognising its critical role in providing immediate, confidential, and trauma-informed assistance to those in need. The Buyers are seeking to appoint a Supplier to provide and manage a 24-Hour Domestic and Sexual Abuse Helpline in Northern Ireland, 365 days a year. The service will primarily be a telephone service (using a free phone number). However, it is a requirement that other communication channels, including email and webchat, must be incorporated and that an equal level of service will be offered to those choosing to access the Helpline through these mediums. The contract is for an initial period of 3 years, followed by two optional extension periods of 2 years each. Suppliers should refer to the specification for full detail of the requirements.
