Description

The service to be provided is safer accommodation and support to victims and families of domestic abuse within a refuge setting and within dispersed properties within the borough of South Tyneside.
The contract is for 5 years, commencing 1 July 2024, with the option to extend by a period of up to 24 months.
The annual contract value is fixed at £400k for the first year of the contract.
Suppliers will be required to express interest in this opportunity on the NEPO ProContract system. If not already registered on ProContract please register at the following link: https://procontract.due-north.com. Suppliers will then be granted access to the tender documentation - Project Number DN698402. The Outreach Short Breaks Service is a specialist provision providing home-based and community-based support to children and young people assessed as eligible by the SEND FHS. This service specification has two separate Lots. Lot One: At home and/or community support Provide care to a child or young person with medium or high needs at home, or to support with accessing community facilities. Lot Two: Group based community activities Provide group-based community activities for children and young people with medium or complex needs. The procurement is for services which are considered Light Touch Regime (LTR) services under the Public Frameworks Regulations 2015, as specified in Schedule 3 of the Regulations (“Regulations”). The agreement is based upon the basic principles of a framework agreement, and although there are some similar aspects, it does not fully operate in the same way as outlined in regulation 33 of the Public Contracts Regulations (2015). The Local Authority will create a “pseudo framework agreement” (based on CCS guidance) and have set out clearly how we intend to operate the framework agreement from the outset through the OJEU notice, Tender Document and Call-off Schedule, which also details the timeline for when it will be reopened. This meets the duty of transparency and equal treatment, which are the main guidelines to follow when setting up an LTR framework

The London Borough of Barking and Dagenham is commissioning a Framework of Homecare providers for adults aged 18 and over residing in Barking and Dagenham. We use a strengths-based approach in our social care work and seek to build on the assets and relationships people have in their communities. We are committed to support and enhance our residents' abilities and resilience to live in their own homes, for as long as possible, as independently as possible.
