Description

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION *****

This procurement is being concluded following a mini competition under the CCS Research and Insights DPS - RM6126

The Requirement

The aim of this work is to inform the implementation of the non-price factors in the CfD scheme. This will complement internal analysis. The analysis and final report will also be used to inform and provide an evidence base for preparation of the Impact Assessment.

The objective of this project will be to design a counterfactual and then in detail to appraise the impacts, including costs and benefits of each non-price factor. The non-price factors are as follows (more details will be shared with the successful bidder):

-	Deprived areas (this NPF would aim to reward a project's investments in areas near deployment zones where there are greater levels of socio-economic deprivation)
-	Small and medium-sized enterprises (this NPF would aim to reward projects for spending a minimum percentage of total project spend on small and medium-sized enterprises (SMEs) i.e., businesses with less than 250 employees and turnover under €50 million, as per standard UK and EU definitions) as part of their supply chain;
-	Decarbonisation (this NPF would aim to reward projects with the least carbon intensive supply chains. As a result, we propose that projects are scored on decarbonisation against the methodology from the Sustainability Joint Industry Programme, a collaboration between the Carbon Trust and offshore wind developers, which is planned to be made publicly available and will offer a standardised means of measuring carbon emissions through the lifecycle of offshore wind projects. A number of developers are working in collaboration with the Carbon Trust to develop the methodology, and this criteria would incentivise developers to act on reducing the emissions measured.)
-	Environmentally sustainable supply chains (this NPF would aim to reward projects which use a higher proportion of suppliers operating environmentally sustainable manufacturing and procurement practices)
-	DESNZ may add an additional NPF, TBC.

This project is seeking to access specialist external technical and project finance expertise otherwise not available in DESNZ which will support robust implementation of non-price factors in the CfD scheme for the offshore wind and floating offshore wind sector. This will complement internal analysis on overall value for money and ensure we pay a fair price for incentivising supply chain development.

RFQ_128875 - Study on Better Evidencing Impacts Attributable to NMS Laboratories' Work in Nanomedicines

The National Measurement System (NMS) provides the UK with an infrastructure of laboratories that deliver world-class measurement science and technology and provide traceable and accurate standards of measurement. The NMS focuses on major societal challenges, through the set-up of challenge areas which sit across measurement science functions. One of these challenge areas is 'Life Science and Health,' which aims to improve standards and methods across healthcare, contribute towards development and adoption of healthcare technologies through standardisation, and improve the delivery of healthcare services while helping to reduce costs. This RFQ invites applications for one of the four short-term health impacts studies that were identified by Ipsos in the scoping study. This study will aim to quantify the extent to which the work done by NMS laboratories (NPL and NML) in the field of nanotechnology enables growth among UK-based companies operating in this space, particularly nanomedicines To express interest in this tender please use the below URL. OVAWG Secondary Data Analysis and Literature Review

Ofcom has a requirement for secondary data analysis and an academic-style literature review relating to one or more of the following research areas: a) The relationship between online and offline VAWG, recognising that online violence is often the manifestation of offline violence. b) Niche websites, particularly in relation to pornography. c) Perpetrator research, particularly in relation to motivations and mitigations, including online and offline media literacy interventions. d) Technology abuse in the UK, specifically, more granular data about which technologies and functionalities are used to facilitate abuse and whether there are patterns with particular platform usage. e) How gender-based abuse is affected by individual vulnerabilities, including attitudinal and experiential characteristics, as well as demographics. This would include the need for more nuanced tools to explore intersectionality (not just frequency data). f) International perspectives on the extent to which experiences and practices in the UK echo or differ from those in other countries, to inform policy in relation to standardisation. Tenderers may bid for either or both of the following Lots: Lot 1: Secondary data analysis This involves quantitative and/or qualitative analysis and associated write-up of one or more defined data sets, either from public sources or those sourced by the Provider, to provide insight into the research areas defined above, and produce a report on the results (of between 15,000 and 20,000 words). Up to two contracts will be awarded under Lot 1. The estimated value per contract is in the range of £9,000 to £12,500 ex VAT. Please note that, whilst not the only criterion, pricing is a key element of our evaluation criteria. Please also note that payment will be incremental, on delivery of the core deliverables set out in C20242113 - Appendix 4 - Pricing Schedule. Lot 2 Academic-style literature review Each review should comprise an evidenced-based, well-referenced literature review, of between 20,000 and 25,000 words, that meets the research areas identified above. We expect the work to draw upon existing knowledge, research, and analysis on these topics, ensuring that the literature review is original and has not been previously published. Up to three contracts will be awarded under Lot 2. The estimated value per contract is in the range of £3,000 to £5,000 ex VAT. Please note that, whilst not the only criterion, pricing is a key element of our evaluation criteria.
