QUADRO, as a tool, was created prior to 1982 and allowed first 24-hour maintenance jobs to be assessed and then, as time passed, more complex maintenance schemes over 30 and later 60-year periods.
The theory that underpins QUADRO continued to develop over the 1990s but has seen no fundamental updates since around that time, except for the addition of a limited carbon impact appraisal in the 2010s. The parameters that feature in the mathematical theories have, in some cases, been updated, particularly where these relate to the economic appraisal aspect, but many of the rest have been kept constant. This is in spite of technology advances in areas such as in-car sat navs and the use of map apps on mobile phones with live roadwork and disruption data. Roadworker safety standards have also changed, which will affect the accident rates within traffic management. National Highways' safety imperatives also feature a focus on roadworker safety and customer safety separately, which the theories' output does not support at present, as no differentiation is included.
