Summary
The HDR UK PPIE Team has sought external strategy consultancy to support with the PEDRI Campaign and has selected the Supplier to provide the Services. The Supplier will develop a plan of support to the HDR UK PPIE team for PEDRI, to ensure that there is stakeholder support. The Supplier will develop a consultation plan to be signed off by the HDR UK PPIE team.
Services
The Supplier will provide the HDR UK PPIE team with a strategy consultation plan and will draft public facing versions of the draft strategy for consultation with public contributors. Consultation will take place over a period of 6 weeks from January 2024 to March 2024. The Supplier will work with the HDR UK PPIE team on a communications package of support. 

The Supplier will work with the HDR UK PPIE Team to run an equality impact review to inform scoping and targeting of specific Voluntary and community sector organisations ("VSCOs") who represent communities - this includes those from under-represented groups, those who tend to opt-out of data use/ reuse to engage with the consultation. 
The Supplier will develop an asset pack for equality involvement including discussion guide and a reporting template.
The Fees include a budget for microgrants to VSCOs. Fifteen VSCOs will be identified through desk research to determine communities which are underrepresented and/or tend to opt out of data use/reuse for research. The Supplier will consult with the HDR UK PPIE team and Public Advisory Board on which groups to engage with the final list of VCSOs to be approved by HDR UK. The Supplier will manage relationships with he 15 VCSOs and the disbursement of microgrants. The Supplier will develop an asset pack for equality involvement, including a discussion guide and reporting template. The Supplier must provide signed receipts and reports from the VCSOs prior to the release of the final payment to the Supplier by HDR UK.
The Supplier will plan four online events across the four UK nations in conjunction with the HDR UK PPIE team.
The Supplier will carry out consultation survey design, user testing, survey deployment on the standard of 12 questions with 10 quantitative and 2 qualitative (open text) and an estimate of 300 responses.
The Supplier will coordinate partner organisations to provide responses to the strategy - The Supplier aims to target 30 partner organisations through interviews. 
The Supplier will develop a discussion guide in line with the survey and book interview with partners to ensure high level responses.
Feedback will analyse;
•	Online Surveys (300 responses - estimated)
•	15 equality groups
•	30 stakeholder responses
•	4 online events
The Supplier will produce a final report of the consultation with clear areas for action in relation to the draft strategy.
