Description

This a Framework Agreement to replace and build upon the current International Multidisciplinary Programme (IMDP) Framework and the current Global Economic Development Framework (GEDF).
The key objectives of the Framework Agreement are:
a) To secure a pool of high- quality suppliers pre-qualified to work in FCDO thematic areas, to deliver improved value for money through further competition
b) Development and improved management of supplier base
c) Access to niche/specialist skills
d) Shortened timescales for call-down process due to pre-qualification of suppliers
e) Improved Management Information for managing framework and supplier base e.g., tracking bidding patterns and recurring issues to improve competition.
This Framework Agreement will enable FCDO to access advice, expertise and delivery capacity in a cost efficient and effective manner across multiple thematic areas. It will enable FCDO to commission multi-disciplinary teams of quality professionals to design, manage and deliver international development programme services with greater agility and innovation whilst maintaining fair competition.
Successful Suppliers will provide overseas development assistance advice and expertise to FCDO and other users of the Framework Agreement related to the thematic areas of:
• Lots 1 and 8: Climate Change and Nature
• Lots 2 and 9: Health and Humanitarian
• Lots 3 and 10: Education, Gender and Social Inclusion
• Lots 4 and 11: Economic Development and Trade
• Lots 5 and 12: Finance and Investment
• Lots 6 and 13: Research
• Lots 7 and 14: Governance and Conflict
The Lots were split into 2 tiers. Tier 1 for the High Value Lots comprised ITT_5435. Tier 2 for the Low Value Lots comprised ITT_5436. Lead Suppliers decided which tier to bid on – Tier 1 High Value Lots (1-7) or Tier 2 Low Value Lots (8-14). Within each tier Lead Suppliers could bid on one or multiple lots.
The Framework Agreement commenced in December 2023 for the period of 2 years with two (2) one year extension options each subject to ongoing need.
The maximum throughput of the Framework Agreement will be GBP 3 000 000 000 with GBP 1 500 000 000 for the initial term and GBP 750 000 000 for each of the 2 extensions.

Climate Finance Accelerator (CFA) 2 - Evaluation Partner

The Climate Finance Accelerator (CFA) is part of the UK Government's efforts to support climate action at scale. The program seeks to improve the quality of emerging green businesses and initiatives in Emerging Markets and Developing Economies and matches them to relevant investors. It also fosters action to address relevant policy and regulatory barriers. Since 2020, the CFA has supported 233 projects across 10 countries, with the first 50 securing deals worth over $400m. The Department for Energy Security and Net Zero (DESNZ) is currently procuring a Global Supplier to deliver the next five-year phase of the CFA (CFA 2), which is expected to support at least a further 800 projects in 16 countries. This procurement exercise aims to source a supplier to act as an Evaluation Partner for CFA 2. Evaluation activities are essential given the continued evolution, enlarged scope, and expanded duration of CFA, which increases the opportunities to build and share the evidence base for capacity building programs. Climate accelerator programs are increasing in number, though CFA continues to be differentiated in its ability to link entrepreneurs with public and private stakeholders across multiple sectors, geographies, and project types, and its focus on more mature projects that are seeking commercial investment rather than earlier-stage projects seeking pre-seed support. Opportunities to test the CFA relevance and additionality in a dynamic climate finance landscape will be key to its continued relevance, impact, and value. This requirement is being sourced via the Open procedure under PCR (2015). The contract is estimated to commence in June 2025 and end in December 2029. The contract value will be up to £1,000,000 excluding UK VAT but including all other taxes. There is an option to extend, by an additional 36 months and £3,050,000 excluding UK VAT but including all other taxes. Foreign, Commonwealth and Development Office (FCDO) is looking for a Supplier to perform Monitoring, Evaluation and Learning (MEL) services for its Green Urban Growth in Somalia (GUG) Programme. The purpose of the Contract is to provide the independent MEL for GUG's overall programme delivered through the two modalities (commercial contract for £25 million and Partnership Finance Fund agreement worth £11 million) with the aim to: i) assess the UK's overall contribution towards achieving the Theory of Change (ToC) outcomes and impact, ii) review the validity of assumptions in the ToC throughout implementation; and iii) assess if the programme structure and delivery modalities are fit-for-purpose to achieve the desired results and iv) document lessons learned to inform decision-making and strengthen the global evidence base on urban development and building resilience to climate change in FCAS. The expected start date of the Contract is March/April 2025. The Contract will run until 30 September 2025 with an option to extend by up to further 24 months. The Contract will comprise of two phases: - Inception Phase up to 4 months; - Implementation Phase - remainder of contract period, with the last 3 - 6 months before the end focusing on the closure of the Contract and the responsible exit. The expected outcomes (the "Outcomes") of the MEL Contract include: - robust and coherent Overarching Results Framework is developed and is effectively utilised by all GUG Implementing Partners throughout implementation; - GUG's progress towards its intended programme outcomes and its ToC are successfully monitored and evaluated to ensure accountability; - effective coordination of activities between GUG components maximises on complementarities, achieves VfM and supports GUG Implementing Partners to deliver tangible progress towards GUG's ToC; - learning is applied to GUG's delivery and management - both at the component and programme levels - to ensure GUG's risks are minimised and opportunities for overall efficiency and effectiveness are maximised; and - new, quality knowledge and evidence products strengthen the global evidence base on what works and what doesn't work for systems-based approaches to building adaptation and resilience to climate change in FCAS cities.
